【摘要】：議會(huì)監(jiān)察專(zhuān)員是源于北歐的一種特殊的憲政制度,監(jiān)察專(zhuān)員擁有法定職權(quán)和獨(dú)立地位,接受公民投訴,調(diào)查官員違法,發(fā)布處理意見(jiàn)。對(duì)于公民而言,他是人權(quán)的保護(hù)者;對(duì)于政府來(lái)說(shuō),他是管理的督促者;對(duì)于議會(huì)而言,他是法治和民主的參與者。議會(huì)監(jiān)察專(zhuān)員的設(shè)立與運(yùn)行,有力地促進(jìn)了歐洲善治進(jìn)程,對(duì)中國(guó)法治發(fā)展亦極具借鑒意義。
[Abstract]:The Parliamentary Ombudsman is a special constitutional system originated from Northern Europe. The Ombudsman has the legal authority and independent status, receives the citizen's complaint, investigates the official illegal, issues the disposition opinion. For citizens, he is the protector of human rights; for the government, he is the advocate of governance; for parliament, he is a participant in the rule of law and democracy. The establishment and operation of the Parliamentary Ombudsman has greatly promoted the process of good governance in Europe and is of great significance to the development of the rule of law in China.
