【摘要】：正特殊接觸項目(Special Access Program,SAP)是美國聯(lián)邦政府針對特殊領域高密級涉密信息加強保密管理的項目。近期,美國防部制定并發(fā)布了《特殊接觸項目保密手冊:一般保密要求》(審查公開版,以下簡稱《保密手冊》),對國防部特殊接觸項目的一般規(guī)定、信息保護、保密檢查、泄密事件處理等進行說明。一般規(guī)定1.保密標準操作程序。政府特殊接觸項目保密負責人和已訂立正式合同的國防承包商須根據(jù)特殊接觸項目保密政策、項目特點和項目設施等實際情況制定保
