【摘要】：網(wǎng)絡安全、信息主權(quán)已成為國家安全議程的重要議題。在維護網(wǎng)絡安全過程中,存在絕對安全、相對安全與合作安全三種不同的邏輯。絕對安全邏輯主導了美國的網(wǎng)絡空間戰(zhàn)略,而中美網(wǎng)絡關(guān)系的核心問題是安全困境與戰(zhàn)略互疑。因此,增信釋疑、加強中美兩國在網(wǎng)絡空間的合作的重要性日益凸顯。中國應積極建構(gòu)防御性網(wǎng)絡空間戰(zhàn)略,繼續(xù)堅持和平發(fā)展道路,避免深陷網(wǎng)絡軍備競賽,增加網(wǎng)絡國防透明度,努力與美國建立一定程度的網(wǎng)絡安全互信,共同合作打擊網(wǎng)絡恐怖主義與網(wǎng)絡犯罪、建構(gòu)網(wǎng)絡空間行為規(guī)則從而維護國家信息主權(quán)、安全和發(fā)展利益。
[Abstract]:Network security, information sovereignty has become an important issue on the national security agenda. In the process of maintaining network security, there are three kinds of logic: absolute security, relative security and cooperative security. The absolute security logic dominates the cyberspace strategy of the United States, while the core issue of Sino-US cyber relations is the security dilemma and strategic mutual doubt. Therefore, increasing confidence and strengthening cooperation in cyberspace between China and the United States are becoming increasingly important. China should actively construct a defensive cyberspace strategy, continue to adhere to the road of peaceful development, avoid being caught in a cyber arms race, increase transparency in cyberdefense, and strive to establish a certain degree of cybersecurity mutual trust with the United States. Cooperate to combat cyberterrorism and cybercrime, construct cyberspace behavior rules to safeguard national information sovereignty, security and development interests.
