【摘要】：德性是指建立在基本價值信念基礎(chǔ)上的道德品質(zhì)。政府德性的研究，是對德性這一作為個體屬性的品質(zhì)概念所進(jìn)行的多元運(yùn)用。政府的德性是指政府行政過程中行政主體借以最大程度解決行政倫理問題的品質(zhì)性能力。隨著以德治國思想的提出，以德行政成為理論研究和行政實踐的一個熱點。建立政府的德性，目的就是要提高政府行政能力和行政效率，，加快形成廉潔、勤政、務(wù)實、高效的政府。 本文首次對政府德性概念進(jìn)行了系統(tǒng)地闡述，提出了政府德性建設(shè)的四個構(gòu)成要素，并沿著“行政人員——主體”、“行政組織——載體”、“行政制度——環(huán)境”、“行政行為——表象”這一順序，大致理出了一個基本的體系框架。文章從德性理論研究和政府行政實踐兩個角度，對政府德性建設(shè)的可行途徑進(jìn)行了探討，分別提出了行政人員道德責(zé)任要求、行政組織倫理定位的目標(biāo)、行政制度倫理建設(shè)的路徑和行政行為倫理選擇的模式。 本文的研究主要包括三個部分。第一部分，在對中外傳統(tǒng)德性思想研究借鑒的基礎(chǔ)上，提出政府德性的基本概念、主要特征以及政府德性的功用。第二部分，對政府德性的四個要素進(jìn)行系統(tǒng)的研究，提出行政人員是政府德性的主體、行政組織是政府德性的載體、行政制度是政府德性的環(huán)境、行政行為是政府德性的表象。第三部分，分別從政府治道變革、行政管理主義發(fā)展以及全球化的視角，對政府德性建設(shè)中可能遇到的挑戰(zhàn)和問題進(jìn)行分析，并做出展望。
[Abstract]:Virtue refers to the moral quality based on the basic values and beliefs. The study of government virtue is a pluralistic application of the concept of virtue as an individual attribute. The virtue of government refers to the quality ability of the administrative subject to solve the administrative ethical problems to the greatest extent in the process of government administration. With the putting forward of the thought of governing the country by virtue, administration by virtue has become a hot spot in theoretical research and administrative practice. The purpose of establishing government virtue is to improve the administrative ability and efficiency of the government, and to accelerate the formation of a clean, diligent, pragmatic and efficient government. This paper, for the first time, systematically expounds the concept of government virtue, and puts forward the four constituent elements of the construction of government virtue, and goes along with "administrative personnel-main body", "administrative organization-carrier", "administrative system-environment", "administrative system-environment". The order of "administrative action-representation" gives a basic framework. This paper discusses the feasible ways of the construction of government morality from the two angles of the theory of virtue and the practice of government administration, and puts forward the requirements of the moral responsibility of the administrative personnel and the goal of the ethical orientation of the administrative organization, respectively. The path of ethics construction of administrative system and the mode of ethical choice of administrative behavior. The research of this paper mainly includes three parts. The first part puts forward the basic concept of government virtue, main characteristics and the function of government virtue on the basis of the study of Chinese and foreign traditional virtue thought. In the second part, the author makes a systematic study of the four elements of government virtue, and points out that administrative personnel are the subject of government virtue, administrative organization is the carrier of government virtue, administrative system is the environment of government virtue, and administrative behavior is the appearance of government virtue. The third part analyzes the possible challenges and problems in the construction of government virtue from the perspective of government governance reform, the development of administration doctrine and globalization.
