【摘要】：正我們出了問題,卻看不清楚,往往是因為對歷史關(guān)注太少。美國的多項政治制度正步入衰敗。這種衰敗與更加普遍的社會或者文明衰退現(xiàn)象是有本質(zhì)區(qū)別的,在有關(guān)美國的話語體系中,后者已經(jīng)成為高度政治化的主題。而在這里,政治衰敗僅僅意味著具體的政治過程——有時是個別政府部門——出現(xiàn)功能性障礙。究其原因,是思想僵化和阻止改革與調(diào)整的頑固的政治行為體的權(quán)力不斷增長導致了這種結(jié)果。這種政治衰敗并不意味著美國
[Abstract]:We have problems, but we can not see clearly, often because of too little attention to history. Many of America's political systems are in decline. This decline is fundamentally different from the more general phenomenon of social or civilizational decline, which has become a highly politicized theme in the discourse system of the United States. In this case, political decline simply implies functional handicaps in specific political processes-sometimes in individual government departments. This is the result of rigid thinking and the growing power of stubborn political actors who prevent reform and adjustment. This political decline does not mean that the United States
