【摘要】：伊朗以領袖為核心的伊斯蘭體制,既植根于早期伊斯蘭政治與社會實踐,也反映了維護伊斯蘭價值觀的現(xiàn)實需要。領袖雖享有憲法規(guī)定的至高權力,但未必能在現(xiàn)實中輕易使用權力;領袖雖能夠通過多種間接方式發(fā)揮影響,但并不能主導行政系統(tǒng)的內政外交政策。西方國家將伊朗伊斯蘭體制視為一場落后的宗教復古主義運動的產(chǎn)物,雖是偏見,也過于簡單化,但伊斯蘭體制客觀上具有保守的一面,并成為伊朗保守勢力強勢存在的制度性保障。
[Abstract]:Iran's leader-centered Islamic system is rooted in early Islamic politics and social practice and reflects the practical need to uphold Islamic values. Although leaders enjoy the supreme power provided for in the Constitution, they may not be able to use power easily in reality; although they can exert influence in many indirect ways, they cannot dominate the internal and foreign policy of the executive system. Western countries regard the Islamic system in Iran as the product of a backward religious retro movement. Although it is biased and simplistic, the Islamic system has an objective conservative side. And it has become the institutional guarantee of the strong existence of the conservative forces in Iran.
