【摘要】： 本文是一篇以俄羅斯新國家主義為切入點，研究俄羅斯發(fā)展道路、發(fā)展前景和未來中俄關系的論文。千年之交，以普京執(zhí)政為標志，俄羅斯發(fā)展道路出現(xiàn)了從葉利欽時期的自由資本主義到新世紀以來的國家資本主義的重大轉折。這是對俄羅斯國家主義傳統(tǒng)的繼承和發(fā)展。本文基于中外研究者對俄羅斯國家主義歷史和現(xiàn)實共識較多但尚缺乏系統(tǒng)專門研究、學術界對國家主義的認知較為混亂并在某種程度上妨礙了對俄羅斯國家主義研究的現(xiàn)狀，在梳理國家主義的理論源流、對國家主義問題提出較為明確的概念和看法并考察當代俄羅斯國家主義回歸進程的基礎上，提出“俄羅斯新國家主義”命題，用以概括和分析當今正在形成中的俄羅斯道路及其對中俄關系的影響，以期對人們認識俄羅斯未來走向和中俄關系前景有所裨益。 本文全文共18萬字，前言主要介紹了選題理由、研究方法以及對正文中將要論述問題的基本觀點，文章主體分四章，主要內容如下： 第一章，梳理國家主義的理論源流，歷史地分析古典國家主義、新國家主義、當代新國家主義和全球化進程中的國家主義，明確國家主義的基本理論觀點及其性質和歷史地位。指出，國家主義是一種在近代歐洲興起的關于國家主權和國家作用的政治思想，，它主要強調國家在國內社會中的主導作用和在國際社會中的自主地位，本質上是一種資產階級意識形態(tài)，但在不同的歷史時期具有不同的內涵，在世界各國具有深厚的社會基礎。 第二章，分析俄羅斯國家主義政治文化傳統(tǒng)、當代俄羅斯新國家主義崛起的背景和進程。指出，新國家主義本質上是一種依靠充分發(fā)揮國家作用來治愈現(xiàn)行資本主義社會弊病的社會改良主張，俄羅斯新國家主義是指20世紀90年代中后期在俄羅斯崛起的主張回歸俄羅斯政治文化傳統(tǒng)，堅定維護國家主權、充分發(fā)揮國家作用，挽救俄羅斯脫離新自由主義災難，實現(xiàn)國家穩(wěn)定發(fā)展的社會思潮和普京當政后選擇的以強國為核心的治國理論和發(fā)展道路，正在探索中的俄羅斯道路總體上可以概括為新國家主義道路。 第三章，分析俄羅斯新國家主義道路的政治、經(jīng)濟、外交內涵。指出，俄羅斯新國家主義的政治主要是，建設以“俄羅斯新思想”為特征的國家意識形態(tài)，建設強大國家，實行可控民主和主權民主，嚴防國內發(fā)生“顏色革命”；俄羅斯新國家主義的經(jīng)濟主要是，加強國家的經(jīng)濟作用和對國家經(jīng)濟資源的控制，實施新經(jīng)濟戰(zhàn)略構想，完善俄羅斯的市場經(jīng)濟體制，早日實現(xiàn)國家經(jīng)濟振興；俄羅斯新國家主義的外交主要是，奉行現(xiàn)實主義國際關系理論，貫徹大國復興、多極化、穩(wěn)定弧、以強大軍事力量為后盾等戰(zhàn)略思想，根據(jù)國際形勢的發(fā)展變化積極調整重大外交政策，謀求最大限度地維護國家利益、提升國際地位。 第四章，分析俄羅斯新國家主義的發(fā)展趨勢和中俄關系面臨的機遇與挑戰(zhàn)，提出個人對促進中俄戰(zhàn)略協(xié)作伙伴關系長期穩(wěn)定發(fā)展的思考。指出，俄羅斯新國家主義將在一個相當長歷史時期內進一步定型和完善，在這種趨勢下，俄羅斯與美國的戰(zhàn)略利益和價值觀分歧難以彌合，與中國在價值和行為取向上的共同點則會增多。中俄關系存在著長期穩(wěn)定發(fā)展的戰(zhàn)略基礎。但要用好中俄關系大發(fā)展的戰(zhàn)略機遇期，雙方還必須做出巨大努力。要不斷深化對中俄雙邊關系重要性和對方國家歷史、現(xiàn)實的認識，樹立中俄辦好各自國內事情對雙方都有利的觀念，排除中國威脅論和俄國威脅論的干擾，以更多切實有效的舉措推動兩國關系持續(xù)健康發(fā)展，更好地為各自國家的民族復興和人民福祉服務。
[Abstract]:This article is a dissertation on Russia's new nationalism as the breakthrough point to study the road of Russian development, the prospect of development and the future relations between China and Russia. At the turn of the millennium, the road of Russian development has emerged from the Yeltsin period of free capitalism to the major turning point of national capitalism in the new century. The inheritance and development of the Russian nationalist tradition. This article is based on the many but lack of systematic research on the history and reality of Russian nationalism by the Chinese and foreign researchers. The knowledge of the nationalism in the academic circles is confused and to some extent hinders the present situation of the study of the Russian national principle and is combing the theory of nationalism. On the basis of a relatively clear concept and view of nationalism, and on the basis of the review of the regression process of Contemporary Russian nationalism, the proposition of "Russian Neo nationalism" is put forward to generalize and analyze the Russian Road in formation and its influence on the Sino Russian customs system in order to understand the future of Russia. It is beneficial to move towards the prospects of China Russia relations.
The full text of this article is 18 thousand words. The preface mainly introduces the reasons for the topic, the method of research and the basic views on the question in the text. The main body of the article is divided into four chapters. The main contents are as follows:
The first chapter, combing the theoretical origin of nationalism, historical analysis of classical nationalism, Neo nationalism, Contemporary Neo nationalism and globalization in the process of globalization, clear the basic theory of nationalism and its nature and historical status. Nationalism is a kind of state sovereignty and state which rose in modern Europe. The political thought of the function mainly emphasizes the leading role of the state in the domestic society and the autonomy in the international society. It is essentially a bourgeois ideology, but has different connotation in different historical periods and has a profound social foundation in the world.
The second chapter analyzes the background and process of the political and cultural tradition of Russian nationalism and the rise of Contemporary Russian Neo nationalism. It is pointed out that Neo nationalism is essentially a social improvement proposition that relies on the full play of the role of the country to cure the current capitalist social maladies. The Russian Ross Neo nationalism refers to the mid and late 1990s. In Russia, the Russian road is being explored in Russia, which advocates returning to the Russian political and cultural traditions, firmly maintaining national sovereignty, giving full play to the national role, saving Russia from the disaster of new liberalism, realizing the stable development of the country, and the theory and the development path of the country at the core of Putin. The third chapter analyzes the political, economic and diplomatic connotation of Russian Neo nationalism. It is pointed out that the political of Russian Neo nationalism is mainly to build a national ideology characterized by "new Russian thought", to build a powerful country, to carry out controlled democracy and sovereign people, to prevent the "Color Revolution" in China; the new Russian state. The economy of the family doctrine is mainly to strengthen the economic function of the country and control the national economic resources, implement the new economic strategy, perfect the Russian market economy system, and realize the national economic revitalization at an early date. The Russian Neo nationalism's diplomacy is mainly to pursue the theory of realistic international relations and carry out the rejuvenation, multipolarization and stability of the great powers. With the strategic thinking of setting up the arc and taking the powerful military forces as the backing, we should actively adjust the major foreign policy in accordance with the development and changes of the international situation, and seek to maximize the national interests and promote the international status.
The fourth chapter analyzes the development trend of Russian Neo nationalism and the opportunities and challenges faced by Sino Russian relations, and puts forward some thoughts on the long-term and stable development of the strategic cooperative partnership between China and Russia. It points out that Russian Neo nationalism will be finalized and perfected in a very long period of time. Under this trend, Russia and the Russian new nationalism will be in a long period of time. The differences in the strategic interests and values of the United States are difficult to be bridged, and the common point in value and behavior orientation of China will increase. China Russia relations have a strategic basis for long-term stable development. With the history of the other countries and the realities of the other, China and Russia have set up good ideas on both sides of their own domestic affairs, exclude the interference of the Chinese threat theory and the Russian threat theory, and promote the sustained and healthy development of the relations between the two countries with more effective and effective measures, and better serve the national rejuvenation and the people's well-being of their respective countries.
