【摘要】：地緣戰(zhàn)略是利用地緣關(guān)系及其作用法則謀取和維護(hù)國(guó)家利益的方略，深入研究地緣戰(zhàn)略對(duì)提高國(guó)家戰(zhàn)略、外交戰(zhàn)略、軍事戰(zhàn)略和經(jīng)濟(jì)戰(zhàn)略的決策水平有著十分重要的意義。俄羅斯是一個(gè)富于戰(zhàn)略思維的大國(guó)。蘇聯(lián)解體后，隨著北約持續(xù)東擴(kuò)、美軍借助反恐進(jìn)駐中亞以及新美日安保條約修訂等情況，俄羅斯地緣環(huán)境持續(xù)惡化。普京執(zhí)政后，放棄了葉利欽時(shí)代追求全球主角的定位，轉(zhuǎn)而采取立足于成為區(qū)域大國(guó)這一更明智的地緣政治戰(zhàn)略，即“穩(wěn)定弧線(xiàn)”理論；積極發(fā)展以能源合作為主要內(nèi)容的地緣經(jīng)濟(jì)戰(zhàn)略，在把歐洲作為能源戰(zhàn)略主戰(zhàn)場(chǎng)的基礎(chǔ)上，開(kāi)辟亞太地區(qū)能源戰(zhàn)略的新戰(zhàn)場(chǎng)；推行“靠東聯(lián)西保南”的地緣軍事戰(zhàn)略，實(shí)行“現(xiàn)實(shí)遏制”的核戰(zhàn)略，注重加強(qiáng)同中國(guó)等亞太地區(qū)國(guó)家的軍事合作；在葉利欽“雙頭鷹”外交進(jìn)行調(diào)整、發(fā)展和創(chuàng)新的基礎(chǔ)上，推行鞏固獨(dú)聯(lián)體、平衡東西方的全方位的“雙翼外交”戰(zhàn)略。研究普京時(shí)期的俄羅斯地緣戰(zhàn)略，對(duì)于我們預(yù)測(cè)其戰(zhàn)略走向，，推動(dòng)世界多極化發(fā)展，維護(hù)國(guó)家利益，實(shí)現(xiàn)中華民族偉大復(fù)興有著深遠(yuǎn)的意義。論文簡(jiǎn)要介紹了俄羅斯地緣戰(zhàn)略的歷史演變，重點(diǎn)對(duì)普京執(zhí)政時(shí)期的俄羅斯地緣戰(zhàn)略進(jìn)行了系統(tǒng)研究；指出了中俄戰(zhàn)略協(xié)作伙伴關(guān)系的形成、內(nèi)容和特點(diǎn)，最后對(duì)影響兩國(guó)關(guān)系的問(wèn)題進(jìn)行了分析并提出解決的對(duì)策和辦法。
[Abstract]:Geo-strategy is a strategy to use geo-relations and its rules of action to seek and safeguard national interests. It is of great significance to study geo-strategy to improve the level of decision-making of national strategy, diplomatic strategy, military strategy and economic strategy. Russia is a country of strategic thinking. After the collapse of the Soviet Union, with the continued eastward expansion of NATO, the US military's presence in Central Asia with the aid of anti-terrorism and the revision of the New US-Japan security treaty, Russia's geographical environment continued to deteriorate. After Putin came into power, he abandoned the position of global protagonist in Yeltsin's time, and instead adopted the more sensible geopolitical strategy based on becoming a regional power, that is, the theory of "stable arc"; To actively develop the geo-economic strategy with energy cooperation as its main content, to open up a new battlefield of energy strategy in the Asia-Pacific region on the basis of taking Europe as the main battlefield of energy strategy, and to carry out a geo-military strategy of "relying on the Eastern Union and the West to protect the South," To implement the nuclear strategy of "realistic containment" and to pay attention to strengthening military cooperation with China and other countries in the Asia-Pacific region; and to promote the consolidation of the CIS on the basis of the adjustment, development and innovation of Yeltsin's "double-headed eagle" diplomacy. Balancing the East and the West's all-around "two-wing diplomacy" strategy. The study of Russia's geo-strategy during Putin's period has far-reaching significance for us to predict its strategic trend, to promote the development of multi-polarization in the world, to safeguard national interests and to realize the great rejuvenation of the Chinese nation. The paper briefly introduces the historical evolution of Russia's geo-strategy, focuses on the systematic study of Russian geostrategy during Putin's reign, points out the formation, content and characteristics of Sino-Russian strategic cooperative partnership. Finally, the problems affecting the relationship between the two countries are analyzed and solutions are put forward.
