【摘要】：俄羅斯地廣人稀，為實(shí)現(xiàn)其社會(huì)經(jīng)濟(jì)正常發(fā)展，解決人口危機(jī)，俄羅斯逐步引進(jìn)外來(lái)移民，，成為世界上外國(guó)移民數(shù)量最多的國(guó)家之一。由于地理位置相鄰，在俄羅斯也形成了一個(gè)不小的華人華僑移民群體。在過(guò)去20年里俄羅斯不斷完善并調(diào)整移民政策，但是與其實(shí)際需求相比移民政策仍有改進(jìn)之處。中俄互為最大鄰國(guó)，政治互信度高，經(jīng)貿(mào)合作緊密，中國(guó)的勞動(dòng)力資源豐富，兩國(guó)在勞務(wù)合作上有廣闊的發(fā)展空間，研究俄羅斯的移民政策及其對(duì)中俄兩國(guó)關(guān)系尤其是經(jīng)貿(mào)的影響有利于雙方未來(lái)更深入更廣泛地合作。 本文首先依據(jù)移民動(dòng)力機(jī)制和生產(chǎn)要素流動(dòng)理論，剖析了俄羅斯外國(guó)移民現(xiàn)象產(chǎn)生的原因，并分析了外國(guó)移民的構(gòu)成及在俄發(fā)展情況，著重介紹了中國(guó)移民的發(fā)展現(xiàn)狀，分析了移民給俄羅斯帶來(lái)的影響。之后詳細(xì)闡述了俄羅斯的移民管理和移民政策目標(biāo)及法規(guī)，梳理了移民政策的演變并對(duì)其進(jìn)行了評(píng)價(jià)。最后探討了俄羅斯移民政策可能對(duì)兩國(guó)雙邊關(guān)系、貿(mào)易及勞務(wù)合作等產(chǎn)生的影響，并指出俄羅斯將來(lái)的移民政策更重視懂俄語(yǔ)、高素質(zhì)人才，并取消勞動(dòng)力配額限制，指出中國(guó)應(yīng)從提高經(jīng)濟(jì)合作質(zhì)量、加強(qiáng)文化交流合作和加大政府監(jiān)管及支持等方面應(yīng)對(duì)這一挑戰(zhàn)。
[Abstract]:In order to realize the normal development of its social economy and solve the population crisis, Russia has gradually introduced immigrants and become one of the countries with the largest number of foreign immigrants in the world. As a result of geographical location adjacent, also formed a large group of overseas Chinese immigrants in Russia. Russia has refined and adjusted its immigration policy over the past two decades, but still has improved relative to its actual needs. China and Russia are each other's largest neighbors, with high degree of political mutual trust, close economic and trade cooperation, rich labor resources in China, and broad scope for development of labor cooperation between the two countries. A study of Russia's immigration policy and its impact on Sino-Russian relations, especially economic and trade cooperation, is conducive to deeper and broader cooperation between the two countries in the future. This paper first analyzes the causes of the phenomenon of foreign migration in Russia based on the migration dynamic mechanism and the theory of factor of production flow, and analyzes the composition of foreign migrants and their development in Russia, with an emphasis on the present situation of the development of Chinese immigrants. The influence of emigration on Russia is analyzed. After that, the author elaborates the objectives and regulations of immigration management and immigration policy in Russia, combs the evolution of immigration policy and evaluates it. Finally, the paper discusses the possible impact of Russian immigration policy on bilateral relations, trade and labor cooperation between the two countries, and points out that Russia's future immigration policy will pay more attention to understanding Russian, high-quality talents, and abolish the labor force quota restrictions. It is pointed out that China should deal with this challenge in terms of improving the quality of economic cooperation, strengthening cultural exchanges and cooperation, and increasing government supervision and support.
