非洲“新圈地運(yùn)動(dòng)”及中國(guó)的態(tài)度和策略

【摘要】：非洲"新圈地運(yùn)動(dòng)"指的是近年來(lái)在非洲興起的大規(guī)模跨國(guó)土地交易熱潮。在糧食危機(jī)、能源危機(jī)和金融危機(jī)的背景下,投資國(guó)出于糧食安全、發(fā)展新能源以及尋找更為穩(wěn)妥投資方式的考慮,紛紛到非洲尤其是撒哈拉以南的非洲地區(qū)進(jìn)行圈地,以發(fā)展糧食種植或者生物能源項(xiàng)目。非洲國(guó)家希望通過(guò)吸引外資以發(fā)展經(jīng)濟(jì)的愿望非常強(qiáng)烈,爭(zhēng)相出售或者出租土地。在投資國(guó)與非洲國(guó)家的博弈中,經(jīng)濟(jì)、國(guó)際影響力等方面實(shí)力的差距使得投資國(guó)占據(jù)主動(dòng)地位,而非洲國(guó)家成為博弈中獲益較少的一方,并且非洲國(guó)家還面臨著圈地帶來(lái)的經(jīng)濟(jì)社會(huì)發(fā)展和環(huán)境保護(hù)等方面的問(wèn)題。如何在"新圈地運(yùn)動(dòng)"中實(shí)現(xiàn)雙方共贏,擺脫零和博弈的模式是一個(gè)值得思考的問(wèn)題。
[Abstract]:The new land movement in Africa refers to the large-scale transnational land trade boom that has emerged in Africa in recent years. Against the backdrop of the food crisis, the energy crisis and the financial crisis, the investing countries, for the sake of food security, the development of new sources of energy and the search for more secure forms of investment, have gone to Africa, especially in sub-Saharan Africa, to encircle the land. To develop grain cultivation or bioenergy projects. There is a strong desire among African countries to sell or lease land by attracting foreign investment to develop their economies. In the game between the investor country and the African country, the difference of strength in economy, international influence and so on makes the investor country take the initiative position, and the African country becomes the party that gains less in the game. African countries also face problems in economic and social development and environmental protection brought about by land enclosure. How to realize the win-win situation and get rid of the model of zero-sum game in the "New Enclosure Movement" is a problem worth thinking about.
