【摘要】：2014年6月24日,安倍政權(quán)在臨時(shí)內(nèi)閣會(huì)議上通過(guò)了作為今后日本經(jīng)濟(jì)增長(zhǎng)風(fēng)向標(biāo)的"新經(jīng)濟(jì)成長(zhǎng)戰(zhàn)略"和"經(jīng)濟(jì)財(cái)政運(yùn)營(yíng)與改革的基本方針2014——從通貨緊縮向良性循環(huán)擴(kuò)大邁進(jìn)"(即骨太方針2014)。至此,日本的經(jīng)濟(jì)財(cái)政運(yùn)營(yíng)便與安倍內(nèi)閣的基本方針聯(lián)系得更加緊密。本次的"骨太方針"在確定從準(zhǔn)備實(shí)行農(nóng)業(yè)醫(yī)療到雇傭規(guī)制改革1等具體經(jīng)濟(jì)成長(zhǎng)戰(zhàn)略的同時(shí),也明確提出了下調(diào)有效法定稅率2等日本國(guó)內(nèi)一直期待和爭(zhēng)論的問(wèn)題,從而在世界范圍內(nèi)引發(fā)了較高的關(guān)注。對(duì)于這次新出臺(tái)的長(zhǎng)達(dá)92頁(yè)的具體改革和實(shí)行方案草案,國(guó)際上已有很多點(diǎn)評(píng)和褒貶。本文旨在結(jié)合日本當(dāng)前政局情形來(lái)分析政策的籌劃出臺(tái)過(guò)程,以求在鳥(niǎo)瞰安倍政權(quán)或者說(shuō)日本政局的同時(shí),對(duì)此次和今后繼續(xù)出臺(tái)的"安倍經(jīng)濟(jì)學(xué)"方案有一個(gè)背景上的了解。
[Abstract]:24 June 2014 At the interim Cabinet meeting, the Abe regime adopted the "New Economic growth Strategy" and the "basic Policy of Economic Finance Operation and Reform", which will serve as a vane for Japan's economic growth in the future. Advance "(that is, Gutai Policy 2014). At this point, Japan's economic and financial operations and Abe's basic policy more closely linked. While defining specific economic growth strategies from preparing for the implementation of agricultural medical treatment to the reform of employment regulation, this "Gutai Policy" has also clearly raised issues such as lowering effective statutory tax rates and other issues that Japan has been expecting and debating in Japan. Thus in the world has aroused a high degree of concern. There have been many comments and criticisms on the new 92-page concrete reform and implementation draft. The purpose of this paper is to analyze the process of policy planning according to the current political situation in Japan, so as to have a background understanding of the "Abenomics" plan which will be introduced this time and in the future while looking at the Abe regime or the Japanese political situation.
