【摘要】：在俄羅斯轉型過程中,行政改革在國家改革序列上的優(yōu)先度一直不高,這是傳統(tǒng)俄羅斯行政體制的慣性、改革的經濟驅動力、轉型時期固有的觀念以及復雜的內外環(huán)境等多種因素綜合作用的結果。作為一項長期而復雜的系統(tǒng)工程,俄羅斯行政改革呈現(xiàn)出總體滯后但正朝著漸進性改革方向發(fā)展的特征。
[Abstract]:In the process of Russia's transformation, the priority of administrative reform in the state reform sequence has not been high. This is the inertia of the traditional Russian administrative system and the economic driving force of the reform. During the transition period, the concept and complex internal and external environment and other factors combined the results. As a long and complex system engineering, Russian administrative reform has the characteristics of overall lagging but developing towards the direction of gradual reform.
