【摘要】：文化問題在當(dāng)前歐盟一體化研究中正逐漸成為熱點(diǎn)。本文圍繞歐盟一體化中的文化多樣性問題，在考察歐洲文化多樣性政策發(fā)展的基礎(chǔ)上，進(jìn)行緣由分析，并對(duì)文化多樣性與歐洲一體化進(jìn)程之間的關(guān)系作出初步探討。本文的特色與創(chuàng)新之處是把文化研究放到特定的經(jīng)濟(jì)政治一體化進(jìn)程中，就文化、經(jīng)濟(jì)與政治三者的關(guān)系進(jìn)行綜合研究，同時(shí)探詢歐洲文化對(duì)亞太合作的積極意義。 本文分為四個(gè)部分： 第一部分：主要對(duì)歐盟一體化進(jìn)程中文化多樣性政策的歷史考察。文化多樣性政策的發(fā)展大約經(jīng)歷了三個(gè)階段：醞釀階段、起步階段和發(fā)展階段。在醞釀階段，歐共體意識(shí)到文化的重要性，有了關(guān)于文化多樣性方面的協(xié)調(diào)規(guī)定，但沒有共同的文化多樣性政策；在起步階段，開始考慮歐共體一體化進(jìn)程中深層次的動(dòng)力，提出尊重各國(guó)各地區(qū)的文化，，并且開始制訂文化多樣性基本法；在發(fā)展階段，摒棄以前從經(jīng)濟(jì)角度考慮與處理文化問題，把文化同經(jīng)濟(jì)、政治同等看待，并且把文化多樣性納入自己的職權(quán)范圍，列入自己的戰(zhàn)略目標(biāo)和任務(wù)。 第二部分：主要分析歐盟保持文化多樣性的緣由。其原因既有歷史的，也有現(xiàn)實(shí)的；既有內(nèi)在的，也有外在的，是綜合作用的結(jié)果。歐洲歷史發(fā)展進(jìn)程是滋生文化多樣性的溫床；國(guó)家利益是制定文化多樣性的現(xiàn)實(shí)考量；民族特性是產(chǎn)生文化多樣性的深層次原因；歐洲社會(huì)思潮是發(fā)展文化多樣性的內(nèi)在動(dòng)力；美國(guó)文化大量滲透是影響歐盟文化多樣性的外部動(dòng)力。 第三部分：系統(tǒng)論述歐盟一體化進(jìn)程中對(duì)文化多樣性的指導(dǎo)原則、政策與文化發(fā)展計(jì)劃。歐盟的主要指導(dǎo)原則是：第一，建立歐洲內(nèi)部文化交流，不斷加強(qiáng)對(duì)歐洲各國(guó)人民的文化與歷史的了解與傳播；第二，歐盟通過弘揚(yáng)歐洲層面和各國(guó)各地區(qū)的文化事件，既達(dá)到發(fā)展活躍各地方、地區(qū)和成員國(guó)民族文化，也達(dá)到發(fā)揚(yáng)光大共同的文化遺產(chǎn)的目的；第三，通過歐盟的干預(yù)模式與決策模式創(chuàng)造一個(gè)有助于歐洲文化多樣發(fā)展的環(huán)境。歐盟制定了視聽業(yè)、文化遺產(chǎn)保護(hù)與書籍與閱讀等方面的具體政策，并對(duì)文化發(fā)展計(jì)劃做出了比較明確與全面的規(guī)定。 第四部分：主要探討文化多樣性對(duì)歐盟一體化進(jìn)程的作用。文化多樣性賦予 歐盟力量和活力，它構(gòu)成歐盟一體化的前進(jìn)動(dòng)力;文化多樣性對(duì)加快歐洲一體化 進(jìn)程有特殊作用;文化多樣性是歐洲均勢(shì)思想的當(dāng)代實(shí)踐，能夠促進(jìn)歐盟協(xié)調(diào)發(fā) 展;文化多樣性改變了歐洲公眾觀念，認(rèn)可了文化差異背景下的國(guó)際合作;文化 具有相對(duì)獨(dú)立性，文化多樣性可能成為一體化的遲滯因素。 本課題的研究目標(biāo)是就保持歐洲文化多樣性對(duì)促進(jìn)歐洲一體化進(jìn)程的作用 提供一種系統(tǒng)的解釋。擬解決的關(guān)鍵問題是通過對(duì)文化、政治、經(jīng)濟(jì)比較研究綜 合分析，來(lái)發(fā)現(xiàn)文化多樣性影響經(jīng)濟(jì)政治發(fā)展的潛在性和長(zhǎng)遠(yuǎn)性的因素。
[Abstract]:Cultural issues are becoming a hot spot in the current EU integration research. This paper, based on the cultural diversity in EU integration, makes an analysis on the basis of the development of European cultural diversity policy and makes a preliminary discussion on the relationship between cultural diversity and the process of European integration. The point is to put cultural research into a particular process of economic and political integration, to carry out a comprehensive study of the relations between the three people of culture, economy and politics, and to explore the positive significance of European culture to the cooperation of the Asia Pacific region.
This article is divided into four parts:
The first part: the historical investigation of cultural diversity policy in the process of EU integration. The development of cultural diversity policy has experienced three stages: the brewing stage, the start stage and the development stage. In the brewing stage, the European community is aware of the importance of culture, and there is a coordination regulation on cultural diversity, but not The common cultural diversity policy; at the beginning stage, it begins to consider the deep impetus in the process of the integration of the European community, to respect the culture of all regions and regions, and to start the basic law of cultural diversity; in the stage of development, the cultural issues that have been considered and dealt with from the economic perspective and the same culture as the economy and politics are abandoned. And put cultural diversity into their own terms of reference, and put them into their strategic objectives and tasks.
The second part: the main analysis of the reason why the European Union maintains cultural diversity is both historical and realistic; it is both internal and external. It is the result of the comprehensive effect. The process of European history is the hotbed of cultural diversity; the national interest is the realistic consideration of the formulation of cultural diversity; the national character is produced. The deep cause of cultural diversity; the European social trend of thought is the internal motive force for the development of cultural diversity; the mass infiltration of American culture is the external force affecting the cultural diversity of the European Union.
The third part: systematically discusses the guiding principles of cultural diversity in the process of EU integration, the policy and the cultural development plan. The main guiding principles of the EU are: first, establish the internal cultural exchange in Europe, strengthen the understanding and dissemination of the culture and history of the people of all countries in Europe; and second, the European Union carries forward the European level and the various aspects. Cultural events in various regions of the country not only achieve the development of active local, regional and member countries' national culture, but also achieve the purpose of developing a common cultural heritage. Third, the European Union's intervention model and decision-making model create an environment conducive to the diverse development of European culture. The EU has formulated audio-visual, cultural heritage protection and books. Specific policies in terms of membership and reading, and have made clear and comprehensive provisions for the cultural development plan.
The fourth part mainly discusses the role of cultural diversity in the process of EU integration.
The EU's strength and vitality constitute a driving force for the integration of European Union, and cultural diversity will speed up the integration of Europe.
The process has a special role; cultural diversity is the contemporary practice of European balance of power and can promote the coordinated development of the European Union.
Cultural diversity has changed public attitudes in Europe, and recognized international cooperation in the context of cultural differences.
With relative independence, cultural diversity may become a lag factor for integration.
The purpose of this research is to maintain the role of European cultural diversity in promoting the process of European integration.
To provide a systematic explanation, the key problem to be solved is to integrate cultural, political and economic studies.
To find out the potential and long-term factors of cultural diversity affecting economic and political development.
