【摘要】：工會(huì)是廣義非政府組織的一員,在非政府組織興盛的拉美,工會(huì)發(fā)展相對(duì)滯后,影響力偏弱。發(fā)展不均衡、組織松散及內(nèi)部分化是當(dāng)前拉美工會(huì)的重要特征。拉美工會(huì)在左右翼執(zhí)政時(shí)期扮演了不同角色。在右翼執(zhí)政時(shí)期,拉美工會(huì)積極抗?fàn)?頻頻舉行全國性罷工,積極與政府和國際金融組織對(duì)話,爭(zhēng)取更大權(quán)益;在左翼執(zhí)政時(shí)期,拉美工會(huì)通常會(huì)與政府合作,主動(dòng)參與國家治理,兼有零散斗爭(zhēng)。但是,拉美工會(huì)在爭(zhēng)取工人權(quán)益方面并未充分發(fā)揮作用,成績(jī)乏善可陳。究其原因,除了內(nèi)部分化、高度政治化等自身問題,新自由主義發(fā)展模式也限制了工會(huì)作用的發(fā)揮。這些都導(dǎo)致拉美工會(huì)產(chǎn)生了尋求政府庇護(hù)的意愿,抵御外界影響的能力脆弱,只能在不同歷史時(shí)期依靠被動(dòng)的角色調(diào)整求得生存和發(fā)展。中國工會(huì)要吸取拉美工會(huì)的教訓(xùn),既要堅(jiān)持黨的領(lǐng)導(dǎo),也要堅(jiān)持群眾組織的本色,充分發(fā)揮維護(hù)職工權(quán)益的作用。
[Abstract]:The trade union is a member of the broad-sense non-governmental organization. In Latin America where the non-governmental organization is flourishing, the development of the trade union is relatively lagging behind and the influence is weak. Uneven development, loose organization and internal division are the important characteristics of Latin American trade unions. Latin American unions played a different role in the left and right wing of power. During the period of right-wing rule, Latin American trade unions actively protested, frequently held national strikes, actively engaged in dialogue with the government and international financial organizations, and fought for greater rights and interests. In the period of left-wing rule, Latin American trade unions usually cooperated with the government. Take the initiative to participate in the governance of the country, with scattered struggle. However, the trade unions in Latin America in the fight for workers' rights and interests have not played a full role, the results are lacklustre. In addition to internal differentiation and high politicization, neoliberal development model also limits the role of trade unions. All of these have led to the willingness of Latin American trade unions to seek government asylum, their ability to resist external influences and their ability to survive and develop through passive role adjustment in different historical periods. China's trade unions should learn from the lessons of Latin American trade unions. They should not only adhere to the leadership of the Party but also adhere to the true character of mass organizations and give full play to the role of safeguarding the rights and interests of workers and staff.
