【摘要】：法律手段是反腐敗斗爭(zhēng)最有效的手段,打擊公務(wù)員隊(duì)伍中的腐敗是反腐敗機(jī)制的基礎(chǔ)。對(duì)公務(wù)員體系的反腐敗立法旨在加強(qiáng)對(duì)政府機(jī)構(gòu)的限制性制度,嚴(yán)厲懲處腐敗犯罪行為,側(cè)重于預(yù)防和抵制腐敗犯罪行為的擴(kuò)張。俄羅斯聯(lián)邦反腐敗法律手段經(jīng)歷了從"權(quán)力反腐"向"制度反腐"、從"分散反腐"向"系統(tǒng)反腐"的轉(zhuǎn)變,以建立國家權(quán)力機(jī)構(gòu)預(yù)防和打擊腐敗的職能協(xié)調(diào)和協(xié)同運(yùn)作的法律制度。
