【摘要】：美國(guó)的情報(bào)監(jiān)督機(jī)制可分為外部監(jiān)督和內(nèi)部監(jiān)督兩部分,情報(bào)界的監(jiān)察長(zhǎng)監(jiān)督機(jī)制是內(nèi)部監(jiān)督機(jī)制的重要組成部分。經(jīng)過(guò)美國(guó)國(guó)會(huì)的努力,美國(guó)情報(bào)界現(xiàn)已構(gòu)建了以情報(bào)界監(jiān)察長(zhǎng)為首、情報(bào)界各機(jī)構(gòu)的監(jiān)察長(zhǎng)為成員、情報(bào)界監(jiān)察長(zhǎng)論壇為協(xié)調(diào)工具的情報(bào)界監(jiān)察長(zhǎng)內(nèi)部監(jiān)督機(jī)制。該機(jī)制具有法治化、專(zhuān)業(yè)化和相對(duì)獨(dú)立的特點(diǎn),但存在監(jiān)督效率不高、對(duì)檢舉人保護(hù)不力等問(wèn)題,尚未達(dá)到其設(shè)立之初的預(yù)定目標(biāo)和國(guó)會(huì)的期望。"斯諾登事件"發(fā)生后,美國(guó)國(guó)會(huì)試圖進(jìn)一步推動(dòng)情報(bào)界內(nèi)部監(jiān)察長(zhǎng)監(jiān)督機(jī)制的法治化進(jìn)程,以期完善該機(jī)制,但美國(guó)總統(tǒng)所代表的行政部門(mén)就此問(wèn)題與國(guó)會(huì)展開(kāi)了激烈的博弈。
[Abstract]:The United States intelligence oversight mechanism can be divided into two parts: external supervision and internal supervision, the inspector general of the intelligence community supervision mechanism is an important part of the internal supervision mechanism.
