【摘要】：敘利亞去化武充滿波折:各國在敘政治發(fā)展方面遠(yuǎn)未達(dá)成一致意見,敘內(nèi)戰(zhàn)將持續(xù);西方國家對敘政府缺乏信任,將導(dǎo)致核查,但核查因其固有的非否證性而無法打消西方對敘化武的疑慮;敘去化武的開啟過程存在盲區(qū),即未查明誰是化武襲擊實(shí)施者;安理會決議關(guān)于銷毀敘化武的相關(guān)規(guī)定有些理想化。敘去化武將對地區(qū)國際關(guān)系和地區(qū)安全產(chǎn)生影響:敘對俄的安全依賴將加強(qiáng),美沙關(guān)系中的裂痕將加深;美國對伊朗動武的可能性變小,以色列在不擴(kuò)散大規(guī)模殺傷性武器方面將面臨更大的壓力,美國的"雙重標(biāo)準(zhǔn)"將遭受更大挑戰(zhàn),但美國不會在不擴(kuò)散問題上向以色列施加太大的壓力。
[Abstract]:Syria's denuclearization is fraught with twists and turns: countries are far from agreeing on the political development of Syria, and the civil war in Syria will continue; and the lack of confidence in the Syrian government by Western countries will lead to verification. However, verification cannot dispel Western doubts about chemical weapons in Syria because of its inherent non-evidentiary nature, and there are blind areas in the opening process of chemical weapons denuclearization, that is, who is the perpetrator of the chemical weapons attack; The relevant provisions of the Security Council resolution on the destruction of chemical weapons in Syria are somewhat idealized. The denuclearization of chemical weapons in Syria will have an impact on regional international relations and regional security: the security dependence of Syria on Russia will be strengthened and the rift in US-Saudi relations will deepen; The United States is less likely to use force against Iran, Israel will face greater pressure in the area of non-proliferation of weapons of mass destruction, and the "double standards" of the United States will face greater challenges. But the United States will not put too much pressure on Israel over non-proliferation.
