【摘要】：公共關(guān)系，常常與“廣告”、“宣傳”、“推銷”等概念混為一談，而本質(zhì)其實指的是組織與其公眾之間，為了實現(xiàn)雙方的利益，為了維持雙方的雙向交流（two-way communication）而進(jìn)行的一切活動。在此意義上，政府作為擁有公共權(quán)力的特殊組織，，如何協(xié)調(diào)與作為其公眾的國民之間的關(guān)系，就是不得不思考的問題。 1899年出生于日本廣島縣豐田郡吉名村的池田勇人，畢業(yè)于京都帝國大學(xué)法學(xué)部后擔(dān)任過大藏次官、眾議院議員、大藏大臣、通商產(chǎn)業(yè)大臣、經(jīng)濟(jì)審議廳長官，1960年7月19日就任內(nèi)閣總理大臣。他提出《國民收入倍增計劃》，為日本的經(jīng)濟(jì)高度成長做出巨大貢獻(xiàn)。作為一項新的經(jīng)濟(jì)長期計劃，《國民收入倍增計劃》的提出，一改池田內(nèi)閣之前幾任日本內(nèi)閣將工作重心放在政治上的政府形象，大力強調(diào)發(fā)展經(jīng)濟(jì)。該計劃的提出及實施，不僅使日本實現(xiàn)了經(jīng)濟(jì)的高度增長，更使得經(jīng)濟(jì)發(fā)展的意識深入日本國民的心中。 本論文試圖從當(dāng)今政治學(xué)中極為引人關(guān)注的公共關(guān)系視角，對池田內(nèi)閣時期，日本政府為制訂并推進(jìn)《國民收入倍增計劃》這一劃時代的長期經(jīng)濟(jì)計劃所作出的努力進(jìn)行重構(gòu)，同時對當(dāng)時的日本國民對于該計劃和政府所作努力的認(rèn)知與接受狀況加以梳理和分析。 本論文的結(jié)構(gòu)如下： 序章主要是闡述本論文的問題意識、先行研究和研究方法。 第一章主要從政治史的角度對《國民收入倍增計劃》的提出背景、籌劃制訂過程及主要內(nèi)容加以考察。 第二章則從公共關(guān)系的視角對政府所作出的努力重新加以分析整理。 第三章從對《國民收入倍增計劃》所取得的實際成效及輿論調(diào)查等數(shù)據(jù)的歸納分析出發(fā)，梳理分析日本國民對于該計劃的接受狀況。 終章則在總結(jié)和提煉了正文的基礎(chǔ)之上提出結(jié)論，并明確今后的研究課題和方向。
[Abstract]:Public relations are often confused with concepts such as "advertising", "publicity", "marketing" and so on. In this sense, the government, as a special organization with public power, has to think about how to coordinate the relationship with its citizens. Born in 1899 in Yoshimura Ikeda, Hiroshima Prefecture, Japan, he graduated from the law department of Kyoto Imperial University and served as deputy minister, member of the House of Representatives, minister of trade and industry, and minister of trade and industry. The head of the Economic Review Office, who became the Cabinet Minister in July 19th 1960. He put forward the National income doubling Plan, which contributes greatly to the high economic growth of Japan. As a new long-term economic plan, < national income times. The structure of this thesis is as follows:. The preface is mainly about the problem consciousness, research and research methods of this paper. The first chapter mainly from the political history angle to the national income multiplication plan proposed the background, the plan formulation process and the main content to investigate. The second chapter reanalyzes the government's efforts from the perspective of public relations. The third chapter analyzes the actual results of the "National income doubling Plan" and the public opinion survey data, and analyzes the acceptance of the plan by the Japanese people. On the basis of summarizing and abstracting the text, the final chapter puts forward the conclusion, and clarifies the future research topic and direction.
