【摘要】：在當前的越南行政管理改革進程中影響到行政改革成功的關鍵因素就是公務員隊伍的質量。提高公務員隊伍的質量有多種辦法,較為常見且有效的是改革公務員招考制度。選擇什么人進入國家行政機構工作,直接影響到國家公共組織的正常運行和工作效果,跟政府工作人員清正廉潔、政府的形象、和諧社會的發(fā)展進程有密切的關系。本文以人力資源管理理論為理論基礎,同時結合各位學者對公務員招考、錄用的觀點來研究中國和越南公務員招考制度。本文主要分為五部分內(nèi)容:第一章是緒論部分,包括研究背景和意義,研究方法和研究現(xiàn)狀,其中研究現(xiàn)狀主要對于公務員招考制度的相關研究進行分析和總結,目的主要是研究各位前者對公務員招考制度的意見然后提出本人的創(chuàng)新觀點。第二章是中國公務員招考制度,內(nèi)容包括對中國公務員招考制度的歷史和內(nèi)容,實施成效進行分析研究。第三章是越南公務員招考制度,內(nèi)容是對越南上述的所有問題進行研究。這兩章本人主要通過研究中國和越南公務員招考制度的整個過程,從此更深入地了解兩國的公務員招考制度體系,找出該進行對比的關鍵項目。第四章是中越公務員招考制度的比較分析,其中主要是對兩國招考制度的基本原則,范圍,程序,內(nèi)容和方法進行對比研究。在這章本人主要是把中越兩國的公務員招考制度的各重要項目進行仔細的研究、對比,從此找出共同點和不同點,然后指出越南公務員招考制度的存在問題。第五章是本人從上述的四章研究抽出中國對越南的公務員招考制度的寶貴啟示和鑒戒然后對于完善與促進越南公務員招考制度的發(fā)展提出建議。
[Abstract]:The key factor influencing the success of the administrative reform in Vietnam is the quality of the civil service. There are many ways to improve the quality of the civil service. The more common and effective is to reform the civil servant recruitment system. The choice of who to work in the national administrative agencies directly affects the normal operation and working effect of national public organizations and government staff clean and clean. The image of the government and the development of a harmonious society are closely related. This paper takes the theory of human resource management as the theoretical basis, at the same time combined with the scholars of civil servants to recruit. This paper is divided into five parts: the first chapter is the introduction, including the research background and significance, research methods and research status. Among them, the research status of the civil servant recruitment system is mainly related to the analysis and summary of the system. The purpose is to study the former of the former on the civil service recruitment system and then put forward my innovative point of view. The second chapter is the Chinese civil servant recruitment system, including the history and content of the Chinese civil servant recruitment system. The third chapter is the recruitment system of Vietnamese civil servants. The content is to study all the problems mentioned above in Vietnam. These two chapters mainly through the study of the whole process of the civil servant recruitment system in China and Vietnam, from then on to understand the civil servant recruitment system of the two countries in depth. To find out the key items for comparison. Chapter 4th is the comparative analysis of the Chinese and Vietnamese civil service recruitment system, which is mainly about the basic principles, scope and procedures of the two countries' recruitment system. The contents and methods of comparative study. In this chapter I mainly study the important items of the civil servant recruitment system of China and Vietnam carefully compare and find out the common ground and difference from then on. Then it points out the existing problems of the examination system of Vietnamese civil servants. Chapter 5th is the valuable enlightenment and warning that I draw out from the four chapters above to perfect and promote the Vietnamese civil servants. Suggestions are made for the development of the examination system.
