【摘要】：2011年初,由于卡扎菲政府的武力鎮(zhèn)壓,利比亞國內(nèi)的和平反政府游行逐漸演變成反政府武裝同政府軍的內(nèi)戰(zhàn)。根據(jù)聯(lián)合國安理會第1973號決議,以美國、法國和英國為首的北約軍隊發(fā)起了對利比亞的侵略戰(zhàn)爭,幫助利比亞反政府武裝奪取政權(quán)。在這場聲勢浩大的國際軍事干預(yù)中,美國一改往日在科索沃戰(zhàn)爭、阿富汗戰(zhàn)爭和伊拉克戰(zhàn)爭中的強(qiáng)勢作風(fēng),不僅就對利比亞實(shí)行軍事打擊遲疑不決,而且甘心居于英、法之后,早早退出空襲并交出在利比亞的軍事指揮權(quán)。美國在利比亞內(nèi)戰(zhàn)中“退居二線”的舉動不得不讓人感到疑惑。本文旨在分析美國此舉的原因。本文首先從阿富汗戰(zhàn)爭和伊拉克戰(zhàn)爭對美國民眾和國家決策者的消極影響、次貸危機(jī)后美國低迷的經(jīng)濟(jì)復(fù)蘇步伐和重回經(jīng)濟(jì)巔峰所需要解決的問題以及美國外交傳統(tǒng)文化中理想主義與現(xiàn)實(shí)主義、孤立主義與國際主義的內(nèi)部矛盾來分析美國“退居二線”的國內(nèi)限制因素,再從國際力量重新分配給美國帶來的挑戰(zhàn)和美國作為“世界警察”的國際負(fù)擔(dān),以及美國下降了的國際威望和世界“反美主義”來解讀美國此舉的國際制約因素。由此作者得出結(jié)論:在2011年西方聯(lián)軍對利比亞內(nèi)戰(zhàn)的軍事干涉中,由于國內(nèi)和國際因素的雙重制約足夠強(qiáng)大,美國奧巴馬政府被迫退居二線。
