【摘要】：敘利亞是中東地區(qū)重要的國家之一。從2011年3月15日開始,敘利亞爆發(fā)了政府與反對派之間的沖突,由此引來了國際社會的廣泛關(guān)注。西方國家多次指責敘利亞境內(nèi)發(fā)生化學武器襲擊事件,而敘利亞政府和反對派也相互指責對方使用化學武器。特別是2013年8月21日,美國白宮公布消息:敘利亞政府使用化學武器在大馬士革郊外發(fā)動了襲擊,致使1429人喪生,其中包括至少426名兒童。這一行為顯然觸碰了奧巴馬先前已明確劃出的“紅線”,于是美國即將對敘利亞動武。但2013年9月14日,美俄在日內(nèi)瓦達成化武換和平的協(xié)定,奧巴馬宣布暫停對敘利亞動武。除了敘利亞政府愿意交出化學武器這一重要因素外,奧巴馬宣布暫停對敘動武的背后還有更多深層次的原因。本文從事實出發(fā),以奧巴馬暫停對敘利亞動武作為切入點,來探討其暫停動武背后的深層次原因。第一章首先闡述敘利亞危機的國際背景及危機產(chǎn)生的原因,其次將探析敘利亞危機以來的美敘關(guān)系,以及2013年9月美俄達成協(xié)議,美國宣布暫停對敘利亞動武的狀況。第二、三、四章將分別以美國內(nèi)部的反戰(zhàn)因素,敘利亞危機本身的牽制因素以及來自俄羅斯、中國等其他國家的阻礙因素來作為研究對象進行具體分析。自金融危機后美國經(jīng)濟的一蹶不振,奧巴馬政府政治生態(tài)的不平衡以及伊拉克戰(zhàn)爭、利比亞戰(zhàn)爭的教訓都導致美國不敢輕舉妄動。其次是敘利亞危機本身的不確定性、以及敘利亞戰(zhàn)略位置的重要性也牽制著美國對敘利亞的態(tài)度變化。除此之外,綜合國力不斷提升的俄羅斯、中國等國的強烈反對也阻礙著美國對敘動武。通過以上四章的分析,我們可以看到,美國內(nèi)部的反戰(zhàn)因素、敘利亞危機的牽制因素以及國際局勢因素的共同作用,導致奧巴馬政府在2013年9月宣布暫停對敘動武。
