【摘要】：伴隨著我國市場化、工業(yè)化、城鎮(zhèn)化改革的不斷加快,曾經(jīng)長期高度依賴土地的農(nóng)民階級不斷的外流涌出,背井離鄉(xiāng)、闊別土地,最后沖破了傳統(tǒng)的二元經(jīng)濟結(jié)構(gòu)實現(xiàn)分層分化。我國農(nóng)民階級內(nèi)部發(fā)生的前所未有的大分化,使各個農(nóng)民階層都獲得了一定的自主權(quán),對農(nóng)民自身的發(fā)展和農(nóng)村的現(xiàn)代化建設(shè)都有積極作用。然而,階層分化改變了原先資源平均分配的狀態(tài),使農(nóng)民在經(jīng)濟收入、社會地位、對社會資源的占有等方面產(chǎn)生了差異,由此引發(fā)農(nóng)民在利益訴求、社會心態(tài)等方面發(fā)生重大變化,各階層之間的關(guān)系也日益復(fù)雜,在經(jīng)濟、政治、文化、社會層面產(chǎn)生一定矛盾,對農(nóng)村社會穩(wěn)定形成挑戰(zhàn)。如何處理好因農(nóng)民階層分化產(chǎn)生的矛盾和問題,直接關(guān)系到社會主義新農(nóng)村的建設(shè),關(guān)系到社會主義和諧社會的構(gòu)建,關(guān)系到我國社會的穩(wěn)定和國家政權(quán)的鞏固。因此,要推動農(nóng)村現(xiàn)代化發(fā)展,我們必須保持一個穩(wěn)定的環(huán)境。這就要求我們必須加強對農(nóng)民階層分化的引導(dǎo),協(xié)調(diào)由農(nóng)民階層分化帶來的各種利益沖突。具體來說要引導(dǎo)農(nóng)民階層合理分化、進行經(jīng)濟利益整合、加大政治資源整合力度、加強農(nóng)村精神文明建設(shè)、強調(diào)公平正義。本文旨在通過分析當(dāng)前農(nóng)民階層分化的現(xiàn)狀剖析出因農(nóng)民階層分化而產(chǎn)生現(xiàn)實矛盾出現(xiàn)的原因,從而提出更加科學(xué)的有針對性的解決問題的思路指導(dǎo)實踐、應(yīng)用于實踐。本文的出發(fā)點在于通過對農(nóng)民階層分化問題的研究,為制定切實可行的農(nóng)民政策提供科學(xué)、可靠、合理的理論依據(jù),為指導(dǎo)農(nóng)民由傳統(tǒng)型向現(xiàn)代型和市民轉(zhuǎn)變提供可以一些借鑒的路徑,為我國城鎮(zhèn)化的順利推進提供理論支撐。其落腳點就在于引導(dǎo)農(nóng)民階層向合理的結(jié)構(gòu)分化,充分激發(fā)農(nóng)民的潛力,合理巧妙化解農(nóng)民分化過程中出現(xiàn)的各種社會矛盾沖突,使農(nóng)民的分化能夠在保障農(nóng)民正常生產(chǎn)生活的同時更加有序化進行,進而推動我國農(nóng)業(yè)農(nóng)村現(xiàn)代化的順利進行。
[Abstract]:With the continuous acceleration of marketization, industrialization and urbanization reform in our country, the peasant class, which used to rely heavily on land for a long time, has continuously flowed out, uprooted from home and separated from the land. Finally, it breaks through the traditional dual economic structure to achieve hierarchical differentiation. The unprecedented division within the peasant class in our country has made all peasant strata obtain certain autonomy, and has played a positive role in the development of farmers themselves and the modernization of rural areas. However, the differentiation of strata has changed the state of equal distribution of resources, which makes farmers have differences in economic income, social status, possession of social resources and so on, which leads to farmers' demands for interests. Great changes have taken place in social mentality, and the relationship between various strata has become increasingly complex, resulting in certain contradictions at the economic, political, cultural and social levels, which challenges the stability of rural society. How to deal with the contradictions and problems caused by the differentiation of peasant strata is directly related to the construction of a new socialist countryside, to the construction of a harmonious socialist society, to the stability of our society and the consolidation of state power. Therefore, in order to promote the development of rural modernization, we must maintain a stable environment. This requires us to strengthen the guidance of the differentiation of the peasant class and coordinate all kinds of conflicts of interest caused by the differentiation of the peasant class. Specifically, it is necessary to guide the rational differentiation of peasant strata, integrate economic interests, strengthen the integration of political resources, strengthen the construction of spiritual civilization in rural areas, and emphasize fairness and justice. The purpose of this paper is to analyze the reasons for the realistic contradictions caused by the differentiation of peasant strata by analyzing the present situation of the differentiation of peasant strata, and to put forward more scientific and targeted ideas to guide the practice and apply them to practice. The starting point of this paper is to provide scientific, reliable and reasonable theoretical basis for the formulation of feasible farmers' policies through the study of the differentiation of farmers' strata. It provides some reference paths for guiding farmers to change from traditional to modern and citizens, and provides theoretical support for the smooth progress of urbanization in China. Its foothold lies in guiding the peasant class to divide into a reasonable structure, fully arousing the potential of the peasants, and reasonably and skillfully resolving all kinds of social contradictions and conflicts in the process of the peasants' differentiation. So that the differentiation of farmers can ensure the normal production and life of farmers at the same time more orderly, and then promote the smooth progress of agricultural and rural modernization in China.
