我國殘疾人支持性就業(yè)問題研究

【摘要】：改革開放三十多年來,中國殘疾人事業(yè)取得快速發(fā)展,尤其是近些年來,殘疾人基本生存和發(fā)展?fàn)顩r得到了顯著的改善,殘疾人事業(yè)的發(fā)展也逐步進(jìn)入新的發(fā)展階段。殘疾人就業(yè)是殘疾人基本的權(quán)利,當(dāng)前,促進(jìn)殘疾人就業(yè),努力消除認(rèn)知偏見和社會歧視,積極促進(jìn)殘疾人融合發(fā)展戰(zhàn)略,最終實(shí)現(xiàn)“平等、參與、共享”目標(biāo),是殘疾人事業(yè)的重要使命,也是社會建設(shè)的重要內(nèi)容。在這樣的背景下,支持性就業(yè)在充分考慮殘疾人的能力和興趣并保持其選擇權(quán)利的前提下,幫助殘疾人在融合的環(huán)境中獲得和從事競爭性的工作。這種就業(yè)模式正在我國得到關(guān)注和開展,它在倡導(dǎo)社會融合,促進(jìn)殘疾人事業(yè)發(fā)展方面發(fā)揮著積極作用。值得注意的是,雖然支持性就業(yè)在國外,尤其在美國得到了快速發(fā)展并且取得了良好的效果,但是支持性就業(yè)在我國還處在起步階段,不僅對支持性就業(yè)的研究不夠深入,而且在支持性就業(yè)的實(shí)際發(fā)展過程中出現(xiàn)了一系列的問題。因此研究殘疾人支持性就業(yè)的發(fā)展?fàn)顩r,根據(jù)我國的具體國情提出促進(jìn)支持性就業(yè)發(fā)展的策略尤為重要。本文的研究主要由六部分組成：第一章明確了研究目的和研究意義,對國內(nèi)外支持性就業(yè)的研究進(jìn)行了文獻(xiàn)綜述,指出研究的不足,并進(jìn)一步介紹了本文研究的思路和方法。第二章歸納并闡述了相關(guān)概念及理論,為殘疾人支持性就業(yè)問題的研究分析和問題解決構(gòu)建一定的理論基礎(chǔ)。第三章是國內(nèi)支持性就業(yè)發(fā)展的現(xiàn)狀部分,主要是對北京市、湖南省以及廣東省支持性就業(yè)發(fā)展?fàn)顩r進(jìn)行了分析。第四章在肯定國內(nèi)支持性就業(yè)發(fā)展的同時(shí),具體分析了存在的問題及原因。第五章介紹國外殘疾人支持性就業(yè)的發(fā)展情況,對支持性就業(yè)的發(fā)展經(jīng)驗(yàn)進(jìn)行分析,并結(jié)合國內(nèi)的實(shí)際情況,總結(jié)了對國內(nèi)發(fā)展的啟示。第六章在對現(xiàn)狀和國外經(jīng)驗(yàn)借鑒的基礎(chǔ)上,提出了國內(nèi)支持性就業(yè)發(fā)展的策
[Abstract]:Since the reform and opening up to the outside world, the cause of disabled people in China has made rapid progress, especially in recent years, the basic survival and development of the disabled have been significantly improved, and the development of the cause of the disabled has gradually entered a new stage of development. Employment of persons with disabilities is a fundamental right of persons with disabilities. At present, it promotes employment of persons with disabilities, strives to eliminate cognitive prejudice and social discrimination, actively promotes strategies for the integration and development of persons with disabilities, and ultimately achieves the goal of "equality, participation and sharing". Is an important mission of the cause of the disabled, but also an important content of social construction. In this context, supportive employment helps persons with disabilities to obtain and engage in competitive work in an integrated environment, taking fully into account the abilities and interests of persons with disabilities and maintaining their right to choose. This mode of employment is being paid attention to and carried out in our country. It plays an active role in advocating social integration and promoting the development of the cause of the disabled. It is worth noting that although supportive employment has developed rapidly and achieved good results abroad, especially in the United States, supportive employment is still in its infancy in our country, and not only the research on supportive employment is not deep enough, And there are a series of problems in the actual development process of supporting employment. Therefore, it is very important to study the development of supporting employment for the disabled, and put forward the strategies to promote the development of supportive employment according to the specific situation of our country. This paper mainly consists of six parts: the first chapter clarifies the purpose and significance of the research, reviews the literature of domestic and foreign research on supportive employment, points out the shortcomings of the research, and further introduces the ideas and methods of this research. The second chapter summarizes and expounds the related concepts and theories, and constructs a certain theoretical basis for the research and analysis of the problem of supporting employment for the disabled and the solution of the problem. The third chapter is the current situation of domestic supportive employment development, which mainly analyzes the development of supportive employment in Beijing, Hunan Province and Guangdong Province. Chapter four, while affirming the development of domestic supporting employment, analyzes the existing problems and reasons. The fifth chapter introduces the development of supporting employment of disabled persons abroad, analyzes the development experience of supporting employment, and summarizes the enlightenment to domestic development according to the actual situation in China. In the sixth chapter, on the basis of the current situation and foreign experience, the author puts forward the strategy of domestic supporting employment development.
