【摘要】：中非關(guān)系是中國(guó)對(duì)外關(guān)系中的重要組成部分,對(duì)非援助在中非關(guān)系中扮演著極為重要的角色,見(jiàn)證了中非半個(gè)多世紀(jì)的友好關(guān)系,也是中國(guó)致力于南南合作的有力見(jiàn)證。新中國(guó)成立后至改革開(kāi)放前,中國(guó)對(duì)非援助有力地支持了非洲國(guó)家的政治獨(dú)立和民族解放。改革開(kāi)放后,中國(guó)對(duì)非援助進(jìn)行了一系列調(diào)整和改革,取得了顯著的效果。但近年來(lái),國(guó)際格局不斷變革和調(diào)整,非洲的戰(zhàn)略地位不斷上升,新興國(guó)家和發(fā)達(dá)國(guó)家在非洲的戰(zhàn)略競(jìng)爭(zhēng)日益激烈,中國(guó)國(guó)內(nèi)經(jīng)濟(jì)體制改革和援外政策不斷調(diào)整,這給中國(guó)對(duì)非援助和中非關(guān)系發(fā)展帶來(lái)機(jī)遇的同時(shí),也帶來(lái)諸多新的問(wèn)題和挑戰(zhàn)。本文根據(jù)中國(guó)對(duì)非援助政策的調(diào)整和變化,將改革開(kāi)放后對(duì)非援助的過(guò)程劃分為三個(gè)階段：探索調(diào)整階段(1978年——1990年)、改革深化階段(1990年——2000年)和機(jī)制化階段(2000年以來(lái)),并對(duì)各個(gè)階段的援非政策、方式和內(nèi)容等進(jìn)行全面闡述,以便更好地展現(xiàn)中國(guó)對(duì)非援助的歷史和現(xiàn)狀。在此基礎(chǔ)上,本文根據(jù)援助效果評(píng)估的四項(xiàng)標(biāo)準(zhǔn)：經(jīng)濟(jì)效果、社會(huì)效果、社會(huì)評(píng)價(jià)和援助特色,對(duì)改革開(kāi)放后中國(guó)對(duì)非援助的效果進(jìn)行定性評(píng)估,肯定中國(guó)對(duì)非援助取得的良好效果。最后,本文將深入探討新時(shí)期中國(guó)對(duì)非援助面臨的問(wèn)題和挑戰(zhàn),進(jìn)而提出相應(yīng)的調(diào)整對(duì)策,以期推動(dòng)中國(guó)對(duì)非援助及中非關(guān)系朝著更加健康有序的方向發(fā)展。
[Abstract]:Sino-African relations are an important part of China's external relations. Non-aid plays a very important role in the relationship between non-aid and non-aid, and has witnessed the friendly relations between China and the other half of the century, as well as a strong witness to China's commitment to South-South cooperation. Since the founding of the new China and the reform and opening-up, China has strongly supported the political independence and national liberation of African countries. After the reform and opening-up, China has made a series of adjustments and reforms to non-aid, and has achieved remarkable results. But in recent years, the international pattern has changed and adjusted, the strategic position of Africa is increasing, the strategic competition of the emerging and developed countries in Africa is becoming more and more intense, the reform of the domestic economic system and the external policy of China are constantly adjusted, It also brings many new problems and challenges to China's development of non-aid and non-China relations. According to the adjustment and change of the non-aid policy in China, the process of non-aid after the reform and opening-up is divided into three stages: the exploration and adjustment stage (1978 _ 1990), the reform deepening stage (1990 _ 2000) and the machine-making stage (since 2000). In order to better demonstrate the history and present situation of China's non-aid. On this basis, according to the four criteria of aid effectiveness evaluation: economic effect, social effect, social evaluation and aid characteristic, this paper makes a qualitative assessment of the effect of China's non-aid after the reform and opening-up, and affirms the good effect of China's non-aid. In the end, this paper will explore the problems and challenges facing China's non-aid in the new period, and then put forward the corresponding adjustment measures, with a view to promoting the development of China's non-aid and non-Chinese relations in a more healthy and orderly direction.
