【摘要】：我國人口老齡化速度不斷加快,高齡化、失能化和空巢化特點(diǎn)明顯,加之家庭規(guī)模、生活方式的變化,家庭結(jié)構(gòu)不斷小型化,傳統(tǒng)的居家養(yǎng)老模式難以滿足老人的養(yǎng)老服務(wù)需求,越來越多的老人選擇養(yǎng)老機(jī)構(gòu)安度晚年生活。本文立足于這一社會(huì)背景,以福利多元主義理論和第三方管理理論為基礎(chǔ),研究石家莊市民辦養(yǎng)老機(jī)構(gòu)。以石家莊市五城區(qū)為調(diào)查范圍,選取了規(guī)模和特點(diǎn)不同的7家民辦養(yǎng)老機(jī)構(gòu),對(duì)樣本民辦養(yǎng)老機(jī)構(gòu)基礎(chǔ)設(shè)施的配備、收費(fèi)標(biāo)準(zhǔn)和膳食服務(wù)情況、護(hù)理人員情況、醫(yī)療服務(wù)水平和資金管理情況進(jìn)行調(diào)查,了解石家莊市民辦養(yǎng)老機(jī)構(gòu)的發(fā)展現(xiàn)狀。通過問卷形式對(duì)部分入住老人進(jìn)行調(diào)查,主要了解老人在民辦養(yǎng)老機(jī)構(gòu)內(nèi)的休閑娛樂需求、人文關(guān)懷需求、生活照料需求以及醫(yī)療服務(wù)需求狀況,并調(diào)查老人對(duì)民辦養(yǎng)老機(jī)構(gòu)的服務(wù)內(nèi)容、設(shè)施配備和護(hù)理人員的滿意度。結(jié)果發(fā)現(xiàn),老人在民辦養(yǎng)老機(jī)構(gòu)內(nèi)的需求并沒有得到完全滿足,雖然老人對(duì)民辦養(yǎng)老機(jī)構(gòu)的總體滿意度較高,但是對(duì)機(jī)構(gòu)內(nèi)的具體服務(wù)細(xì)節(jié)還存在不滿意的現(xiàn)象。在了解民辦養(yǎng)老機(jī)構(gòu)發(fā)展現(xiàn)狀和入住老人需求意愿的基礎(chǔ)上,對(duì)民辦養(yǎng)老機(jī)構(gòu)的收費(fèi)標(biāo)準(zhǔn)、服務(wù)內(nèi)容、基礎(chǔ)設(shè)施和護(hù)理人員進(jìn)行了供需適應(yīng)性的分析,發(fā)現(xiàn)民辦養(yǎng)老機(jī)構(gòu)在運(yùn)營中存在諸多問題,如服務(wù)水平和服務(wù)質(zhì)量不高、醫(yī)療服務(wù)水平有限、缺乏保險(xiǎn)機(jī)制和對(duì)老人的人文關(guān)懷及心理安慰,而出現(xiàn)這些問題的原因是多方面的,包括政府政策落實(shí)不到位、管理監(jiān)督機(jī)制不完善、機(jī)構(gòu)自身定位不準(zhǔn)確、養(yǎng)老服務(wù)隊(duì)伍建設(shè)不完善以及法律法規(guī)不健全。針對(duì)石家莊市民辦養(yǎng)老機(jī)構(gòu)存在的問題,從政府、機(jī)構(gòu)自身以及社會(huì)三方面提出了相應(yīng)的改善對(duì)策:政府要進(jìn)一步完善民辦養(yǎng)老機(jī)構(gòu)的發(fā)展政策、完善管理監(jiān)督機(jī)制、加強(qiáng)養(yǎng)老服務(wù)隊(duì)伍建設(shè);民辦養(yǎng)老機(jī)構(gòu)自身要明確定位、完善基礎(chǔ)設(shè)施的配置、提高護(hù)理人員的護(hù)理技能和工資待遇、融入對(duì)老人的人文關(guān)懷理念;社會(huì)方面需要老人及其家人、社會(huì)各界組織提高對(duì)民辦養(yǎng)老機(jī)構(gòu)的認(rèn)同感,通過多方面的共同努力,改善石家莊市民辦養(yǎng)老機(jī)構(gòu)的經(jīng)營現(xiàn)狀,發(fā)揮民辦養(yǎng)老機(jī)構(gòu)的社會(huì)福利性質(zhì),分擔(dān)社會(huì)養(yǎng)老負(fù)擔(dān)。
[Abstract]:The aging of the population in China is accelerating, and the aging, incapacitating and empty-nesting characteristics are evident. In addition to the changes in family size and lifestyle, the family structure is constantly miniaturizing. The traditional home pension model is difficult to meet the needs of the elderly, and more old people choose pension institutions to live in their twilight years. Based on the social background and the theory of welfare pluralism and third party management, this paper studies the private pension institutions in Shijiazhuang. Taking the Wucheng District of Shijiazhuang City as the investigation scope, 7 private pension institutions with different scale and characteristics were selected to provide the infrastructure, charge standard, meal service and nursing staff for the sample private pension institutions. The level of medical service and fund management were investigated to understand the development of private pension institutions in Shijiazhuang. Through the investigation of some old people in the form of questionnaire, we can find out the leisure and entertainment needs, humanistic care needs, life care needs and medical service demand of the elderly in the private pension institutions. The service contents, facilities and nursing staff satisfaction of private pension institutions were investigated. The results show that the needs of the elderly in the private pension institutions are not fully satisfied. Although the elderly have a higher overall satisfaction with the private pension institutions, there is still a phenomenon of dissatisfaction with the specific service details in the institutions. On the basis of understanding the current situation of the development of the private old-age care institutions and their willingness to stay in the elderly, the paper analyzes the supply and demand adaptability of the private pension institutions in terms of their charging standards, service content, infrastructure and nursing personnel. It is found that there are many problems in the operation of private pension institutions, such as low service level and service quality, limited medical service level, lack of insurance mechanism, humanistic care and psychological comfort for the elderly. The reasons for these problems are various, including the implementation of government policy is not in place, the management and supervision mechanism is not perfect, the organization's own positioning is not accurate, the construction of pension service team is not perfect, and the laws and regulations are not perfect. In view of the problems existing in private pension institutions in Shijiazhuang City, this paper puts forward corresponding improvement countermeasures from three aspects: government, institutions themselves and society: the government should further improve the development policy of private pension institutions, and improve the management and supervision mechanism. Strengthening the construction of pension service team; Private pension institutions themselves should clearly position, improve the allocation of infrastructure, improve nursing skills and wages of nursing staff, and integrate the humanistic care for the elderly; The society needs the elderly and their families, social organizations from all walks of life to improve the sense of identity of the private pension institutions, through the joint efforts of many aspects, improve the management of private pension institutions in Shijiazhuang City, Give play to the social welfare nature of private pension institutions, sharing the burden of social pension.
