【摘要】：隨著中國(guó)經(jīng)濟(jì)體質(zhì)改革的深入,城市社區(qū)建設(shè)也得以迅速發(fā)展,居民的社區(qū)參與關(guān)系到我國(guó)城市社區(qū)的自治進(jìn)程,同時(shí)它也是推動(dòng)社區(qū)發(fā)展的動(dòng)力源泉。但是,一直以來,居民社區(qū)參與卻是城市社區(qū)建設(shè)的薄弱環(huán)節(jié),尚存在諸多問題,這些問題也在不同程度影響和制約著社區(qū)參與功能的發(fā)揮和社區(qū)自治進(jìn)程的推進(jìn)。本研究采用混合研究法,以問卷調(diào)查和半標(biāo)準(zhǔn)化訪談相結(jié)合的形式,基于上海地區(qū)開展實(shí)證研究,試圖了解上海城市居民社區(qū)參與的現(xiàn)狀,包括其參與主體、參與載體、參與渠道三方面的內(nèi)容。同時(shí),研究者試圖從個(gè)人、組織、利益關(guān)系、制度四個(gè)維度對(duì)現(xiàn)狀背后的成因進(jìn)行進(jìn)一步的分析。結(jié)果發(fā)現(xiàn),制約因素主要來自于居民角色定位模糊、公共利益沖突、組織載體功能缺失、制度供給不足。針對(duì)上述研究發(fā)現(xiàn),在最后的研究建議部分中,研究者又結(jié)合了國(guó)內(nèi)外不同地區(qū)具有代表性的社區(qū)參與模式,提出了四條深化路徑:在個(gè)人層面,應(yīng)注重社區(qū)意識(shí)的培養(yǎng);在關(guān)系層面,應(yīng)明晰權(quán)責(zé)利益;在組織層面,應(yīng)增強(qiáng)其專業(yè)能力;在制度層面,應(yīng)完善政策保障。
[Abstract]:With the deepening of China's economic reform, the construction of urban community has been developed rapidly. The community participation of residents is related to the autonomous process of urban communities in China, and it is also the driving force to promote the development of communities. However, the resident community participation is the weak link of the urban community construction, there are still many problems, these problems also affect and restrict the function of community participation and the advancement of the community autonomy process in varying degrees. This study adopts the mixed research method, combining questionnaire survey and semi-standardized interview, and carries out empirical research based on Shanghai area, trying to understand the current situation of community participation of Shanghai urban residents, including its participants, participation carriers. Participation channel three aspects of the content. At the same time, the researcher tries to analyze the causes of the status quo from the four dimensions of individual, organization, interest relationship and system. The results show that the restrictive factors mainly come from the ambiguity of the residents' role, the conflict of public interest, the lack of the function of the organization carrier, and the insufficiency of the system supply. In view of the above research, in the part of the final research suggestion, the researcher combines the representative community participation model of different regions at home and abroad, and puts forward four deepening ways: at the individual level, we should pay attention to the cultivation of community consciousness; At the level of relationship, the interests of power and responsibility should be clarified; at the organizational level, the professional ability should be strengthened; at the level of system, the policy guarantee should be improved.
