【摘要】：現(xiàn)有評估議會權(quán)力的指標體系都有一定的局限性。在借鑒現(xiàn)有評估議會權(quán)力的指標的基礎上設計的"地方人大監(jiān)督力指數(shù)"的指標,可以較恰當?shù)卦u估地方人大對"一府兩院"的監(jiān)督力度�；谠撝笜�,對2012年全國各地市級人大監(jiān)督力度的評估和統(tǒng)計分析發(fā)現(xiàn):人大監(jiān)督存在地方差異,經(jīng)濟發(fā)展水平、人大的任期年度和立法權(quán)的類型對市級人大的監(jiān)督力度產(chǎn)生了顯著的影響。該指標也可用于了解不同地方的人大監(jiān)督工作的得失,促進地方人大之間的競爭和人大監(jiān)督權(quán)的發(fā)展。
[Abstract]:The existing index system of evaluating parliamentary power has some limitations. The index of "local people's Congress supervisory power", which is designed on the basis of the index of evaluating the power of parliament, can be used for reference to evaluate the degree of supervision of "one government, two houses" by the local people's Congress. Based on this index, the evaluation and statistical analysis of the supervision intensity of municipal people's congresses in various parts of the country in 2012 show that there are local differences in the supervision of the people's congresses and the level of economic development. The term of office and the type of legislative power of the people's Congress have a significant impact on the supervision of the municipal people's Congress. The index can also be used to understand the gains and losses of the people's congresses' supervision in different places and to promote the competition between the local people's congresses and the development of the people's congresses' supervisory power.
