【摘要】：現(xiàn)代思想家在關(guān)于國(guó)家和社會(huì)關(guān)系的問(wèn)題上形成了社會(huì)本體論與國(guó)家本體論兩種不同立場(chǎng),但實(shí)際上,無(wú)論是強(qiáng)調(diào)市民社會(huì),還是強(qiáng)調(diào)作為最高公共機(jī)構(gòu)的國(guó)家,其背后所關(guān)注的問(wèn)題都指向"公共領(lǐng)域"。公共領(lǐng)域是指公共討論涉及國(guó)家活動(dòng)并能形成公共意見(jiàn)的領(lǐng)域,其核心是通過(guò)媒介形成的、能夠主導(dǎo)社會(huì)輿論的意見(jiàn)場(chǎng)域�；ヂ�(lián)網(wǎng)的興起引發(fā)傳統(tǒng)政社關(guān)系的巨大變遷,最顯著的表現(xiàn)就是由于社會(huì)化媒體的發(fā)展所產(chǎn)生的新型網(wǎng)絡(luò)公共領(lǐng)域。要建構(gòu)適應(yīng)互聯(lián)網(wǎng)時(shí)代需要的新型政社關(guān)系,需要對(duì)網(wǎng)絡(luò)政治公共領(lǐng)域進(jìn)行治理,其中最重要的是,政府要找到不同網(wǎng)絡(luò)社群對(duì)話的"合意空間",并成為網(wǎng)絡(luò)輿論規(guī)則的制定者、公共議題的設(shè)置者和公共規(guī)則的維護(hù)者,從而形成具有正能量的網(wǎng)絡(luò)輿情,以此來(lái)掌握"文化領(lǐng)導(dǎo)權(quán)"。
[Abstract]:Modern thinkers have formed two different positions on the issue of state and social relations, social ontology and state ontology, but in fact, whether they emphasize civil society or the state as the highest public institution, The issues behind it all point to the "public domain". Public domain refers to the field in which public discussion involves national activities and forms public opinions, the core of which is formed through the media and can dominate the opinion field of public opinion. The rise of the Internet has led to a great change in the traditional political and social relations, the most obvious manifestation of which is the new network public domain produced by the development of social media. In order to construct a new political and social relationship to meet the needs of the Internet age, it is necessary to govern the public domain of network politics. The most important thing for the government is to find the "space of agreement" for the dialogue between different online communities. And become the framers of the network public opinion rules, the setters of the public issues and the defenders of the public rules, thus forming the positive network public opinion, so as to grasp the "cultural leadership".
