【摘要】：作為國(guó)際社會(huì)中頗具影響力的多邊機(jī)制,金磚國(guó)家是中國(guó)實(shí)施網(wǎng)絡(luò)強(qiáng)國(guó)戰(zhàn)略的重要平臺(tái)。"數(shù)字金磚"是指關(guān)于金磚國(guó)家網(wǎng)絡(luò)安全與信息化合作的構(gòu)想,它既由金磚國(guó)家在整個(gè)國(guó)際體系數(shù)字市場(chǎng)中的份額及重要性所致,也緣于全球經(jīng)濟(jì)發(fā)展數(shù)字化的需要,更是"棱鏡"等美國(guó)絕密監(jiān)控項(xiàng)目被披露、網(wǎng)絡(luò)空間能力和治理機(jī)制失衡以及"金磚褪色論"頻頻出現(xiàn)等背景下的必然。然而,由于各國(guó)對(duì)"數(shù)字金磚"態(tài)度各異和"數(shù)字金磚"本身的性質(zhì),這一構(gòu)想也面臨著諸如各方價(jià)值觀的差異、參與意愿與利益訴求各不相同、成本分?jǐn)偤唾Y金籌措困難、關(guān)于何方主導(dǎo)考量、整合度有限、美國(guó)的態(tài)度等一系列挑戰(zhàn)。
[Abstract]:As an influential multilateral mechanism in the international community, the BRICS are an important platform for China to implement its strategy of cyber power. " "Digital BRICS" refers to the concept of network security and information cooperation among the BRICS countries. It is caused by the share and importance of the BRICS countries in the digital market of the entire international system, and also by the need for digitization of the global economic development. It is also a necessity under the background of "prism" and other top-secret surveillance projects in the United States, the imbalance of cyberspace capabilities and governance mechanisms, and the frequent emergence of "BRICS theory of discoloration". However, due to the different attitudes of countries to the Digital BRICS and the nature of the Digital BRICs themselves, this vision also faces differences in values, willingness to participate and interest demands, cost sharing and financing difficulties, There are a number of challenges, such as the dominant consideration, limited integration and the attitude of the United States.
