【摘要】：交通事故不僅奪走人們的生命,且代價(jià)巨大,制約國(guó)家經(jīng)濟(jì)發(fā)展。目前老撾萬(wàn)象市公共交通安全問(wèn)題堪憂,本研究主要分析萬(wàn)象市公共交通安全的現(xiàn)狀、存在的問(wèn)題及其原因,并在借鑒國(guó)外城市公共交通安全管理的基礎(chǔ)上,提出改善萬(wàn)象市公共交通安全問(wèn)題的可行建議。研究發(fā)現(xiàn),萬(wàn)象公共交通安全存在的問(wèn)題主要是交通安全基礎(chǔ)設(shè)施不足,公共交通供給方式單一,應(yīng)急處理能力不強(qiáng),違反交通規(guī)則現(xiàn)象普遍存在。萬(wàn)象市公共交通安全問(wèn)題的原因主要是缺乏資金投入,法律監(jiān)管力度不強(qiáng),應(yīng)急處理機(jī)制不完善,市民公共交通安全意識(shí)不強(qiáng)。研究建議,改善萬(wàn)象市公共交通安全,需要加強(qiáng)交通安全基礎(chǔ)設(shè)施建設(shè),加強(qiáng)公共交通安全法律監(jiān)管力度,提高公共交通安全應(yīng)急處理水平,加大公共交通安全宣傳教育。希望本研究能夠有利于提高城市公共交通安全管理水平,最大幅度地降低交通事故發(fā)生率,保護(hù)民眾生命財(cái)產(chǎn)安全,保障社會(huì)與經(jīng)濟(jì)健康穩(wěn)定發(fā)展。
[Abstract]:Traffic accidents not only take people's lives, but also cost a lot of money, restricting the national economic development. At present, the problem of public transportation safety in Vientiane City of Laos is worrying. This study mainly analyzes the present situation, existing problems and reasons of public transport safety in Vientiane City, and on the basis of drawing lessons from the management of public transport safety in foreign cities, Some feasible suggestions for improving the safety of public transport in Wanxiang City are put forward. It is found that the main problems of Vientiane public traffic safety are that the traffic safety infrastructure is insufficient, the supply mode of public transport is single, the emergency handling capacity is not strong, and the phenomenon of violating traffic rules is common. The main reasons for the public transportation safety in Wanxiang are lack of capital investment, weak legal supervision, imperfect emergency handling mechanism and weak public transportation safety consciousness. It is suggested that to improve the public traffic safety in Wanxiang, it is necessary to strengthen the construction of traffic safety infrastructure, strengthen the legal supervision of public traffic safety, improve the level of emergency handling of public traffic safety, and increase the publicity and education on public transport safety. It is hoped that this study can help to improve the level of urban public traffic safety management, reduce the incidence of traffic accidents to the maximum extent, protect the safety of people's lives and property, and ensure the healthy and stable development of society and economy.
