南昌市城市社區(qū)治理模式研究

【摘要】:社區(qū)是城市基層社會(huì)的主要組織機(jī)構(gòu),隨著城市經(jīng)濟(jì)的不斷發(fā)展,許多新問題在社區(qū)層面表現(xiàn)出來,城市社區(qū)治理模式需要不斷現(xiàn)代化以適應(yīng)城市社區(qū)發(fā)展。把問題消化在社區(qū)基層,才能夠防患于未然,保證城市社區(qū)穩(wěn)定和社會(huì)安定。南昌市作為江西省的省會(huì)城市和中部發(fā)展典型城市,研究城市社區(qū)治理對(duì)于引領(lǐng)江西省乃至中部地區(qū)城市社區(qū)治理模式創(chuàng)新具有重要意義,同時(shí),也為我國城市社區(qū)治理研究增添新的案例。本文的研究重點(diǎn)是以南昌市城市社區(qū)治理模式為研究對(duì)象,探討城市社區(qū)治理模式的創(chuàng)新,建構(gòu)一種政府主導(dǎo)與社區(qū)居民參與治理相結(jié)合、政府治理與非營利組織參與社區(qū)公共服務(wù)提供相結(jié)合的新型城市社區(qū)治理模式,這是對(duì)傳統(tǒng)的行政主導(dǎo)型城市社區(qū)治理模式的改革與創(chuàng)新,滿足城市社區(qū)治理需求的重要舉措。隨著城市的不斷發(fā)展,社會(huì)問題和居民需求都較之前有了變化,城市社區(qū)治理模式也應(yīng)當(dāng)隨之進(jìn)行改革和創(chuàng)新,以滿足城市社區(qū)居民新的服務(wù)需求,切實(shí)解決民生問題和提高城市居民幸福感。本文采用樣本調(diào)查與問卷、訪談方法相結(jié)合,綜合運(yùn)用公共管理學(xué)、城市學(xué)、社會(huì)學(xué)等理論對(duì)南昌市城市社區(qū)治理模式進(jìn)行了系統(tǒng)研究。主要研究內(nèi)容如下:(1)南昌市城市社區(qū)治理模式存在的問題。通過抽樣調(diào)查、社區(qū)訪談等實(shí)地調(diào)研方式,把握南昌市城市社區(qū)治理模式的現(xiàn)狀,挖掘南昌市城市社區(qū)治理模式存在的不足。分類隨機(jī)選取南昌市5個(gè)社區(qū)作為樣本社區(qū),分別對(duì)樣本社區(qū)的居民和社區(qū)治理機(jī)構(gòu)進(jìn)行問卷調(diào)查,對(duì)采集的問卷數(shù)據(jù)進(jìn)行統(tǒng)計(jì)分析,得出南昌市城市社區(qū)治理模式存在的一些問題:部分社區(qū)服務(wù)設(shè)施不完善、社區(qū)居家養(yǎng)老發(fā)展滯后、公民參與社區(qū)治理和非營利組織參與提供社區(qū)服務(wù)不足;社區(qū)服務(wù)體系建設(shè)資金和人才缺失等。(2)南昌市城市社區(qū)治理模式問題的成因。通過對(duì)江西省社區(qū)建設(shè)和南昌市城市總體規(guī)劃的政策文件進(jìn)行分析,以及對(duì)問卷數(shù)據(jù)進(jìn)行歸納整理,分析南昌市城市社區(qū)治理模式存在問題的成因。從制度方面看,南昌市城市社區(qū)治理體系依然是以政府為主導(dǎo),社區(qū)管理有明顯的行政化傾向,公民參與社區(qū)治理程度低,非營利組織參與社區(qū)服務(wù)提供程度不高且進(jìn)展緩慢。從財(cái)政預(yù)算方面看,政府在社區(qū)財(cái)政預(yù)算方面資金總體投入不足、資金使用結(jié)構(gòu)不合理,現(xiàn)行的預(yù)算科目不能滿足南昌市城市社區(qū)的服務(wù)需求。從社區(qū)服務(wù)需求看,城市社區(qū)治理主體對(duì)社區(qū)服務(wù)需求把握不夠到位,導(dǎo)致社區(qū)服務(wù)項(xiàng)目與社區(qū)居民需求存在差異。(3)對(duì)于南昌市城市社區(qū)治理模式存在的問題,有針對(duì)性地提出完善南昌市城市社區(qū)治理模式的對(duì)策建議。通過對(duì)國內(nèi)外城市社區(qū)治理模式范例進(jìn)行經(jīng)驗(yàn)借鑒,結(jié)合南昌市城市社區(qū)市情,提出了關(guān)于南昌城市社區(qū)治理模式優(yōu)化的建議:包括社區(qū)行政力量部分“回歸”社會(huì),鼓勵(lì)公民參與社區(qū)治理和非營利組織參與社區(qū)服務(wù)提供等,完善社區(qū)服務(wù)市場化的相關(guān)政策法規(guī);完善南昌市城市社區(qū)預(yù)算管理體制,完善政府財(cái)政預(yù)算資金投入方式,使城市社區(qū)建設(shè)資金來源多元化、制度化;推進(jìn)城市社區(qū)居家養(yǎng)老服務(wù),鼓勵(lì)非營利組織參與社區(qū)居家養(yǎng)老服務(wù),完善社區(qū)居家養(yǎng)老服務(wù)市場化等。本文研究的創(chuàng)新點(diǎn)在于:(1)采用了樣本調(diào)查的量化分析法,對(duì)南昌市城市社區(qū)治理模式進(jìn)行實(shí)地調(diào)研。本文以南昌市為案例,以城市社區(qū)治理模式為研究對(duì)象,隨機(jī)抽取南昌市5個(gè)樣本社區(qū)進(jìn)行實(shí)地調(diào)查,深入挖掘南昌市城市社區(qū)治理過程中存在的問題并分析問題的成因;(2)結(jié)合南昌市社區(qū)治理模式的相關(guān)政策和南昌市情,對(duì)南昌市城市社區(qū)治理模式進(jìn)行規(guī)范性分析,針對(duì)性地提出了完善南昌市城市社區(qū)治理模式的對(duì)策建議,為南昌市城市社區(qū)治理模式研究和城市社區(qū)治理體制創(chuàng)新具有一定意義。
[Abstract]:Community is the main organization of the urban grass-roots society. With the development of the city economy, many new problems are displayed at the community level, and the urban community governance model needs to be modernized to adapt to the development of the urban community. The problem is to be digested in the community base, so as to prevent the occurrence of the problem and ensure the stability and social stability of the urban community. As a typical city in the provincial capital city and the central part of Jiangxi Province, the study of urban community governance is of great significance to lead the urban community governance model innovation in Jiangxi and the central region, and also adds a new case to the study of urban community governance in our country. The focus of this paper is to study the urban community governance model of Nanchang city as the research object, to explore the innovation of the urban community governance model, to construct a government-led and community-based residents to participate in the governance. Government governance and non-profit organization's participation in community public service provides a new model of urban community governance, which is an important measure to reform and innovate the traditional administration-oriented urban community governance model and to meet the needs of urban community governance. With the development of the city, the social problems and the demand of the residents have changed, the urban community governance model should also be reformed and innovated, so as to meet the new service demand of the urban community residents, to effectively solve the problems of the people and to improve the well-being of the urban residents. This paper makes a systematic study on the urban community governance model of Nanchang city by means of the combination of the sample investigation and the questionnaire and the interview method. The main contents of the research are as follows: (1) The problems of the urban community governance model in Nanchang city. By means of sample survey, community interview and other field investigation methods, the present situation of the urban community governance model in Nanchang city is grasped, and the shortage of the urban community governance model in Nanchang city is excavated. The five communities in Nanchang city were randomly selected as the sample community, and the residents and community governance institutions of the sample community were investigated by questionnaire, and the collected questionnaire data were analyzed statistically, and some problems existed in the urban community governance model of Nanchang city were obtained. Some of the community service facilities are not perfect, the community's home-based pension development is lagging, the citizen's participation in the community governance and the non-profit organization's participation in the provision of community services is insufficient, and the construction of the community service system and the lack of personnel. (2) The cause of the problem of urban community governance in Nanchang city. Through the analysis of the policy documents of the construction of the community in Jiangxi and the master plan of the city of Nanchang, and the analysis of the questionnaire data, the paper analyzes the causes of the problems of the urban community governance model in Nanchang. From the perspective of the system, the urban community governance system of Nanchang city is still dominated by the government, the community management has the obvious administrative tendency, the citizen's participation in the community governance is low, the non-profit organization participates in the community service provision degree is not high and the progress is slow. From the financial budget aspect, the government's overall investment in the community budget is not enough, the fund use structure is not reasonable, the current budget account can not meet the service demand of the city community in Nanchang. From the demand of community service, the main body of urban community governance is not enough to grasp the requirement of community service, which leads to the difference of community service project and the demand of community residents. (3) For the problems existing in the urban community governance model of Nanchang, it is pointed out that the countermeasures for improving the urban community governance model of Nanchang city are put forward. Based on the experience of the model of urban community governance at home and abroad, and in combination with the city community city situation of Nanchang City, this paper puts forward some suggestions on the optimization of the urban community governance model in Nanchang, including the partial 鈥渞egress鈥,
