【摘要】：近年來(lái),隨著我國(guó)經(jīng)濟(jì)發(fā)展、社會(huì)與政府職能轉(zhuǎn)型的加快,農(nóng)村閑散勞動(dòng)力進(jìn)入城市,大量有明顯時(shí)代烙印的“單位人”轉(zhuǎn)變?yōu)樾屡d的“社區(qū)人”。過(guò)去在城市管理過(guò)程中未曾出現(xiàn)的新問(wèn)題、新矛盾都集中到了社區(qū),社區(qū)正逐漸演變成為各種利益關(guān)系、社會(huì)矛盾與事物的集聚點(diǎn),這對(duì)于社區(qū)管理工作提出了嚴(yán)峻的考驗(yàn)。面對(duì)新形勢(shì),新問(wèn)題,傳統(tǒng)的社區(qū)管理模式已不能滿足城市化迅猛發(fā)展下社區(qū)管理需求,迫切需要一種新的社區(qū)管理模式來(lái)應(yīng)對(duì)挑戰(zhàn)。文章在總結(jié)學(xué)者研究基礎(chǔ)上,探討了社區(qū)網(wǎng)格化管理的內(nèi)涵以及管理要素,歸納社區(qū)網(wǎng)格化管理典型模式的成功之處,分析了龍崗區(qū)在社區(qū)網(wǎng)格化管理方面的主要做法,從政府、社區(qū)以及居民層面分析網(wǎng)格化管理取得的成效,并結(jié)合工作實(shí)踐以及市場(chǎng)調(diào)研,進(jìn)一步梳理了龍崗區(qū)社區(qū)網(wǎng)格化管理實(shí)踐中存在的問(wèn)題,具體體現(xiàn)在網(wǎng)格化管理認(rèn)識(shí)不統(tǒng)一、網(wǎng)格化管理運(yùn)行體系不完善、網(wǎng)格工作人員管理不規(guī)范、社區(qū)居民及組織參與程度低以及社區(qū)服務(wù)與居民需求不匹配五個(gè)方面,分析了造成上述問(wèn)題的原因,最后提出了完善龍崗區(qū)社區(qū)網(wǎng)格化管理的對(duì)策建議,即明確政府在社區(qū)網(wǎng)格化中的職能定位、強(qiáng)化機(jī)制平臺(tái)保障、強(qiáng)化社區(qū)網(wǎng)管員的培訓(xùn)與考核、努力提升公眾參與度以及推行精細(xì)化管理服務(wù)。本文的創(chuàng)新點(diǎn)在于在實(shí)例研究中借助問(wèn)卷調(diào)查的方式剖析了龍崗區(qū)社區(qū)網(wǎng)格化管理存在的問(wèn)題并探究其原因,在此基礎(chǔ)上探討如何進(jìn)一步完善社區(qū)網(wǎng)格化管理思路與方案,得出的研究具有一定的新穎性、實(shí)用性。文章的研究豐富了社會(huì)管理理論研究體系,拓展了網(wǎng)格化管理的應(yīng)用領(lǐng)域,強(qiáng)化了該理論的微觀應(yīng)用；同時(shí)有利于龍崗區(qū)社區(qū)管理工作質(zhì)量和效率的提升,有利于該區(qū)和諧社區(qū)的建設(shè)。此外,文章的研究過(guò)程與結(jié)論對(duì)于存在同樣管理難題的其他省市社區(qū)網(wǎng)格化工作也具有一定的借鑒和參考價(jià)值。
[Abstract]:In recent years, with the economic development of our country and the acceleration of the transformation of social and government functions, the rural idle labor force has entered the city, and a large number of "unit people" with obvious brand of the times have been transformed into new "community people". In the past, new problems have not appeared in the process of urban management, new contradictions have been concentrated in the community, the community is gradually evolving into a variety of interests, social contradictions and things gathering point, which has put forward a severe test for community management. Facing the new situation and new problems, the traditional community management mode can not meet the needs of community management under the rapid development of urbanization, so a new community management model is urgently needed to meet the challenges. On the basis of summing up the research of scholars, this paper discusses the connotation and management elements of community grid management, sums up the success of typical model of community grid management, and analyzes the main methods of community grid management in Longgang District. From the government, community and residents level analysis of the results of grid management, and combined with work practices and market research, further combing the Longgang District community grid management practice problems, It is embodied in the following five aspects: the understanding of grid management is not uniform, the grid management operation system is not perfect, the grid staff management is not standardized, the participation of community residents and organizations is low, and the community service and residents' needs are not matched. This paper analyzes the causes of the above problems, and finally puts forward the countermeasures and suggestions to perfect the community grid management in Longgang District, that is, to make clear the function of the government in the community gridding, to strengthen the protection of the mechanism platform, and to strengthen the training and examination of the community network administrators. Efforts to increase public participation and the implementation of meticulous management services. The innovation of this paper lies in analyzing the existing problems of community grid management in Longgang District by means of questionnaire survey and exploring its reasons. On the basis of this, the author discusses how to further improve the thinking and scheme of community grid management. The obtained research has certain novelty and practicability. The research in this paper enriches the research system of social management theory, expands the application field of grid management, and strengthens the micro application of the theory. At the same time, it is beneficial to the improvement of quality and efficiency of community management in Longgang District and the construction of harmonious community in Longgang District. In addition, the research process and conclusions of the paper also have some reference value for other provinces and cities where there are similar problems in the management of community gridding.
