深度老齡化背景下上海老年人力資源開發(fā)研究

【摘要】:隨著上海老齡化的程度不斷加深,特別是進(jìn)入到深度老齡化社會(huì)以后,大量的老年人口退出工作崗位。而他們中的很多人依然有著強(qiáng)烈的繼續(xù)為社會(huì)服務(wù)的訴求,但是因?yàn)橹贫纫约案鞣矫娴脑?他們的訴求并沒有得到很好的回應(yīng),造成了大量老年人力資源的閑置和浪費(fèi);而另一面上海又面臨著十分嚴(yán)重的人才緊缺現(xiàn)象。在這樣的背景之下研究上海老年人力資源開發(fā)問題無疑具有十分重要的現(xiàn)實(shí)意義。本文利用六普數(shù)據(jù)以及上海各權(quán)威部門公布的數(shù)據(jù),對(duì)于上海老年人口以及老年人力資源的數(shù)量、內(nèi)部結(jié)構(gòu)、開發(fā)中遇到的問題進(jìn)行深入的分析,并系統(tǒng)地提出切實(shí)可行的對(duì)策建議。論文首先對(duì)于上海深度老齡化的現(xiàn)狀,以及由此所帶來的問題進(jìn)行了細(xì)分探討。然后在深度老齡化的背景之下,對(duì)于上海老年人力資源的存量、質(zhì)量和開發(fā)情況進(jìn)行研究,發(fā)現(xiàn)大量的老年人力資源并沒有得到很好的開發(fā)利用,進(jìn)而思考是什么原因造成以上狀況,并由引出對(duì)于上海現(xiàn)有的老年人力資源開發(fā)機(jī)制的反思。通過對(duì)于現(xiàn)有上海老年人力資源開發(fā)現(xiàn)狀的研究,發(fā)現(xiàn)開發(fā)過程中存在的問題主要表現(xiàn)在制度保障缺失、開發(fā)主體不明確、老年人力資源開發(fā)和延遲退休的銜接等三大領(lǐng)域。正因?yàn)檫@些領(lǐng)域問題的存在導(dǎo)致了大量有就業(yè)意愿和就業(yè)能力的老年人難以進(jìn)入就業(yè)市場(chǎng)。鑒于以上研究成果,建議政府應(yīng)加強(qiáng)對(duì)于老年人再就業(yè)的法律保護(hù),建立專業(yè)的老年人力資源市場(chǎng),保障老年人力資源開發(fā)的順利進(jìn)行。政府、市場(chǎng)、社會(huì)各司其責(zé),共同促進(jìn)老年人力資源開發(fā),為老年人再就業(yè)提供全方位的保障。
[Abstract]:With the deepening of the aging in Shanghai, especially in the deep aging society, a large number of elderly people quit their jobs. But many of them still have a strong desire to continue to serve the society, but because of the system and various reasons, their demands have not been well responded, resulting in a large number of idle and wasted elderly human resources; The other side of Shanghai is facing a very serious talent shortage phenomenon. Under this background, it is undoubtedly of great practical significance to study the development of human resources for the elderly in Shanghai. In this paper, the author makes a thorough analysis of the number, internal structure, and problems encountered in the development of the elderly population and human resources of the elderly in Shanghai, using the data of the six common people and the data published by various authoritative departments in Shanghai. And put forward the feasible countermeasure suggestion systematically. Firstly, the paper discusses the current situation of Shanghai's deep aging and the problems caused by it. Then, under the background of deep aging, the stock, quality and exploitation of the elderly human resources in Shanghai are studied, and it is found that a large number of elderly human resources have not been well developed and utilized. And then thinking about what causes the above situation, and from the introduction of Shanghai's existing human resources development mechanism for the elderly reflection. Through the research on the current situation of the development of the elderly human resources in Shanghai, it is found that the problems in the process of development are mainly manifested in the following three major areas: the lack of institutional protection, the unclear development of the main body of the development, the development of the elderly human resources and the convergence of the delayed retirement. Because of the problems in these fields, a large number of older people who have the will and ability to obtain employment are difficult to enter the job market. In view of the above research results, it is suggested that the government should strengthen the legal protection for the re-employment of the elderly, establish a professional human resources market for the elderly, and ensure the smooth development of the human resources for the elderly. The government, market and social departments are responsible for promoting the development of human resources for the elderly and providing comprehensive protection for the re-employment of the elderly.
