【摘要】：美國(guó)反導(dǎo)系統(tǒng)"薩德"入韓,不僅增加了韓國(guó)政局走向的不確定性,更損害到半島局勢(shì)及東北亞地區(qū)的安全與穩(wěn)定。基于政治過(guò)程的研究視角,本文梳理了韓國(guó)政府、政黨及社會(huì)對(duì)"薩德"入韓問(wèn)題的認(rèn)知與立場(chǎng)。前樸槿惠政府基于國(guó)家安全的綜合考量,態(tài)度由"戰(zhàn)略模糊"轉(zhuǎn)為"戰(zhàn)略清晰";韓朝野各政黨卻始終意見(jiàn)不一,社會(huì)輿論更是嚴(yán)重分裂;新上臺(tái)的文在寅政府正在暫緩對(duì)"薩德"問(wèn)題預(yù)置立場(chǎng)。此種多元對(duì)立的認(rèn)知與立場(chǎng),不僅是韓國(guó)國(guó)內(nèi)各方權(quán)益博弈的外在表現(xiàn),也反映出"薩德"入韓問(wèn)題的演變脈絡(luò)與復(fù)雜影響,并成為研判"薩德"入韓問(wèn)題走勢(shì)的前提基礎(chǔ)。這從一個(gè)側(cè)面折射出"薩德"入韓必將破壞地區(qū)戰(zhàn)略平衡的消極影響。
[Abstract]:The entry of the US anti-missile system THAAD not only increases the uncertainty of the political situation of South Korea, but also damages the situation on the peninsula and the security and stability of Northeast Asia. Based on the perspective of political process, this paper combs the cognition and stand of the Korean government, political parties and society on the issue of THAAD's entry into Korea. The former Park Geun-hye administration changed its attitude from "strategic ambiguity" to "strategic clarity" on the basis of comprehensive considerations of national security. The new Wen Zai administration is suspending its preset position on the THAAD issue. This kind of multi-oppositional cognition and position is not only the external manifestation of the rights and interests game of all parties in South Korea, but also reflects the evolution and complex influence of the "THAAD" entry into Korea, and becomes the premise of studying the trend of the "THAAD" entry into South Korea. This reflects from one side the "sad" entry into South Korea will destroy the regional strategic balance of the negative impact.
