【摘要】：殘疾人作為特殊的社會(huì)弱勢(shì)群體,他們的生存和發(fā)展日益受到政府和社會(huì)的關(guān)注。眾所周知,康復(fù)是改善殘疾人生理和心理機(jī)能的重要手段,也是殘疾人獲得教育就業(yè)機(jī)會(huì),參與社會(huì)生活的前提。2008年,中殘聯(lián)同意蘇州成為全國(guó)首批15個(gè)(江蘇省唯一)創(chuàng)建殘疾人工作示范城市之一,經(jīng)過(guò)3年的創(chuàng)建實(shí)踐推動(dòng),蘇州市殘疾人康復(fù)工作逐步形成了以市、縣級(jí)市(區(qū))兩級(jí)殘聯(lián)康復(fù)中心為龍頭,社會(huì)專業(yè)康復(fù)機(jī)構(gòu)為骨干,社區(qū)康復(fù)服務(wù)為基礎(chǔ)的“三位一體”的殘疾人康復(fù)服務(wù)體系特色,使人人享有康復(fù)服務(wù)的目標(biāo)達(dá)到了康復(fù)救助制度全覆蓋、機(jī)構(gòu)康復(fù)服務(wù)項(xiàng)目全覆蓋、社區(qū)康復(fù)服務(wù)組織全覆蓋和康復(fù)需求信息管理全覆蓋。本文以公共服務(wù)均等化、人的需要以及殘疾人權(quán)益保障理論作為理論基礎(chǔ),從殘疾人、殘疾人康復(fù)以及殘疾人康復(fù)服務(wù)體系建設(shè)的概念界定入手,對(duì)我國(guó)殘疾人康復(fù)服務(wù)工作的發(fā)展沿革進(jìn)行了梳理;對(duì)殘疾人康復(fù)服務(wù)體系建設(shè)的意義作了闡釋;以蘇州市殘疾人康復(fù)服務(wù)體系建設(shè)為個(gè)案進(jìn)行深入研究,對(duì)蘇州市殘疾人康復(fù)服務(wù)體系建設(shè)現(xiàn)狀進(jìn)行分析后,指出并剖析蘇州市殘疾人康復(fù)服務(wù)體系建設(shè)中存在的問(wèn)題及原因,借鑒國(guó)外殘疾人康復(fù)服務(wù)先進(jìn)經(jīng)驗(yàn),提出了優(yōu)化蘇州市殘疾人康復(fù)服務(wù)體系的路徑。
[Abstract]:As a special social vulnerable group, the disabled are paid more and more attention to by the government and society. As we all know, rehabilitation is an important means of improving the physical and psychological functioning of persons with disabilities, as well as a prerequisite for persons with disabilities to obtain educational employment opportunities and participate in social life. In 2008, The China disabled Persons' Federation agreed that Suzhou should become one of the first 15 (the only) cities in Jiangsu Province to establish a model city for the work of the disabled. After three years of practice, the rehabilitation work for the disabled in Suzhou City has gradually become a city. The rehabilitation center of the disabled Persons' Federation at the county level (district) level is the leader, the social professional rehabilitation institution is the backbone, and the "trinity" rehabilitation service system of the disabled based on the community rehabilitation service is characteristic. The goal of making everyone enjoy rehabilitation service is covered by rehabilitation assistance system, institutional rehabilitation service project, community rehabilitation service organization and information management of rehabilitation needs. Based on the theory of equalization of public services, human needs and the protection of the rights and interests of persons with disabilities, this paper begins with the definition of the concept of disability, rehabilitation of persons with disabilities and the construction of rehabilitation service system for persons with disabilities. The development and evolution of rehabilitation service for the disabled in our country are reviewed, the significance of the construction of rehabilitation service system for the disabled is explained, and the construction of rehabilitation service system for the disabled in Suzhou is taken as a case study. After analyzing the present situation of the rehabilitation service system for the disabled in Suzhou, this paper points out and analyzes the problems and reasons in the construction of rehabilitation service system for the disabled in Suzhou, and draws lessons from the advanced experience of rehabilitation service for the disabled in foreign countries. Put forward the way to optimize the rehabilitation service system of the disabled in Suzhou.
