【摘要】：改革開放以來,中國社會的發(fā)展驟然提速,而伴隨著科學(xué)技術(shù)的快速發(fā)展導(dǎo)致的網(wǎng)絡(luò)的迅速普及和網(wǎng)民隊伍的不斷壯大使得網(wǎng)絡(luò)在我國政治生活中扮演著日益重要的角色,其極大的推進了我國政治民主化進程。一方面,隨著民眾維護自身合法權(quán)利和表達(dá)自身利益訴求的意愿日益強烈,網(wǎng)絡(luò)成為廣大公眾表達(dá)政治意愿、傳遞參政意識、影響政府決策的重要渠道。另一方面,隨著政治體制改革的深化,民主體制不斷完善,網(wǎng)絡(luò)成為政府和官員健全民主制度、豐富民主形式、拓寬民主渠道的重要途徑。因此,網(wǎng)絡(luò)政治參與作為政治參與的一種新途徑,極大的影響著我國公民的政治生活,當(dāng)然,網(wǎng)絡(luò)政治參與不僅僅有著其積極的一面,也存在著眾多消極的方面,而其中就包括網(wǎng)絡(luò)政治參與的非理性現(xiàn)象。本文針對目前我國公民網(wǎng)絡(luò)政治參與中存在的非理性現(xiàn)象進行實證分析,并結(jié)合當(dāng)前網(wǎng)絡(luò)政治參與的發(fā)展及其對現(xiàn)實政治的影響,提出理性網(wǎng)絡(luò)政治參與的實現(xiàn)路徑。本文共分五個部分:第一部分是緒論,介紹了本文選題的研究背景和寫作意義、國內(nèi)外研究現(xiàn)狀、思路、可能的創(chuàng)新點和難點。第二部分是對網(wǎng)絡(luò)政治參與及其發(fā)展的概述,對網(wǎng)絡(luò)政治參與的內(nèi)涵、基本形式、影響因素、功能做了簡要闡述,對非理性現(xiàn)象做了簡要界定,為全文做好理論基礎(chǔ)。第三部分是對我國目前網(wǎng)絡(luò)政治參與中存在的非理性現(xiàn)象作出分析,特別是對網(wǎng)民非理性參與的主要表現(xiàn)如網(wǎng)絡(luò)暴力、網(wǎng)絡(luò)政治謠言和網(wǎng)絡(luò)群體事件的現(xiàn)象以及所帶來的危害進行細(xì)致分析。第四部分是針對導(dǎo)致網(wǎng)絡(luò)政治參與非理性現(xiàn)象的原因進行分析,分別從網(wǎng)絡(luò)、政府、網(wǎng)民和外部環(huán)境四個方面對其詳細(xì)分析。第五部分是對我國構(gòu)建理性網(wǎng)絡(luò)政治參與的對策進行歸納和整理,根據(jù)上文對原因進行的分析,結(jié)合我國自身國情和特點分別從網(wǎng)絡(luò)、政府、網(wǎng)民和外部環(huán)境四個方面提出建議和對策。
[Abstract]:Since the reform and opening up, the rapid development of Chinese society, and with the rapid development of science and technology, the rapid popularization of the network and the growing ranks of netizens make the network play an increasingly important role in our country's political life. It has greatly promoted the process of political democratization in our country. On the one hand, with the increasing willingness of the public to maintain their own legitimate rights and express their own interests, the Internet has become an important channel for the public to express their political will, transmit their sense of participation in politics, and influence government decision-making. On the other hand, with the deepening of the reform of the political system and the continuous improvement of the democratic system, the network has become an important way for the government and officials to perfect the democratic system, enrich the democratic forms and broaden the democratic channels. Therefore, as a new way of political participation, network political participation greatly affects the political life of our citizens. Of course, network political participation not only has its positive side, but also has many negative aspects. And it includes the irrational phenomenon of network political participation. This paper makes an empirical analysis of the irrational phenomenon existing in the political participation of citizens on the Internet in our country, and puts forward the realization path of the rational political participation on the Internet in the light of the development of the current political participation in the network and its influence on the real politics. This paper is divided into five parts: the first part is the introduction, which introduces the research background and writing significance of this topic, domestic and foreign research status, ideas, possible innovations and difficulties. The second part is an overview of the network political participation and its development, the connotation, basic form, influence factors and functions of the network political participation, and a brief definition of the irrational phenomenon, which makes a good theoretical basis for the full text. The third part is to analyze the irrational phenomenon existing in our country's current network political participation, especially the main manifestation of Internet users' irrational participation, such as network violence. The phenomenon and harm of network political rumors and network group events are analyzed in detail. The fourth part is to analyze the causes of the irrational phenomenon of network political participation, respectively from the network, government, Internet users and the external environment four aspects of the detailed analysis. The fifth part is to summarize and sort out the countermeasures of constructing rational network political participation in our country. According to the analysis of the reasons above, according to the national conditions and characteristics of our country, respectively from the network, the government, Internet users and the external environment four aspects of suggestions and countermeasures.
