【摘要】：從系統(tǒng)論角度看,共享發(fā)展是一個(gè)復(fù)雜系統(tǒng),由多個(gè)子系統(tǒng)構(gòu)成,主要包括理念系統(tǒng)、主體系統(tǒng)、制度系統(tǒng)和生態(tài)系統(tǒng),根據(jù)各系統(tǒng)之間的聯(lián)動(dòng)關(guān)系,可以構(gòu)建共享發(fā)展系統(tǒng)的內(nèi)部和內(nèi)外部聯(lián)動(dòng)模式。在我國(guó)全面建成小康社會(huì)的現(xiàn)實(shí)背景下,共享發(fā)展理念實(shí)現(xiàn)障礙多元且其生成因素復(fù)雜,共享發(fā)展系統(tǒng)要素聯(lián)動(dòng)狀態(tài)松散,針對(duì)這種現(xiàn)狀,提出要以聯(lián)動(dòng)思維來(lái)促進(jìn)共享發(fā)展理念的實(shí)現(xiàn)。共享發(fā)展理念要有效地付諸實(shí)踐,需要構(gòu)建共享發(fā)展聯(lián)動(dòng)體系,啟動(dòng)共享發(fā)展聯(lián)動(dòng)機(jī)制,需要從核心價(jià)值耦合、政府市場(chǎng)社會(huì)主體合作、政策機(jī)制合圍、系統(tǒng)內(nèi)外環(huán)境優(yōu)化協(xié)同等運(yùn)行機(jī)制著手。
[Abstract]:From the point of view of system theory, shared development is a complex system consisting of many subsystems, mainly including idea system, subject system, institution system and ecosystem. According to the linkage relationship among the systems, the internal and external linkage model of shared development system can be constructed. In view of this situation, it is proposed to promote the realization of the concept of shared development by means of linkage thinking. To put the concept of shared development into practice effectively, it is necessary to construct a linkage system of shared development and start a linkage mechanism of shared development. We should start with such operational mechanisms as core value coupling, government market cooperation, policy mechanism closure, internal and external environment optimization and coordination.
