【摘要】：基層治理開(kāi)啟以協(xié)商為名的社會(huì)實(shí)驗(yàn),源于其自上而下對(duì)社會(huì)治理的創(chuàng)新探索,也迫于不斷成長(zhǎng)的公眾在社區(qū)生活中對(duì)話語(yǔ)權(quán)的追求。南京鼓樓區(qū)以“社區(qū)協(xié)商”為主題的三年實(shí)驗(yàn)計(jì)劃,歷經(jīng)議事會(huì)并存下的協(xié)商困惑、賦權(quán)協(xié)商下的路徑選擇,在通往協(xié)商的途中不斷被實(shí)驗(yàn)組施以刺激變量,實(shí)驗(yàn)對(duì)象從27個(gè)試點(diǎn)社區(qū)向全部118個(gè)社區(qū)蔓延,協(xié)商模式也從滾雪球模式、精英模式向理事模式、云協(xié)商模式和全景模式等轉(zhuǎn)型�；鶎右詤f(xié)商為名的社會(huì)實(shí)驗(yàn)雖無(wú)法回避全球協(xié)商治理實(shí)踐中遭遇的各種困境,但其本土化的探索、未來(lái)可能面臨的挑戰(zhàn)和不斷發(fā)酵的實(shí)驗(yàn)樣態(tài)都值得持續(xù)關(guān)注。
[Abstract]:The grass-roots governance opens the social experiment with the name of consultation, originating from its top-down innovation exploration of social governance and the pursuit of the Dialogue right of the growing public in community life. The three year experimental plan of "community consultation" as the theme of the Drum Tower District of Nanjing has gone through consultative puzzles under the coexistence of deliberations and the road under the empowerment negotiation. Path selection, on the way to the negotiation, the experimental group continued to be stimulated by the experimental group. The experimental subjects spread from 27 pilot communities to all 118 communities. The negotiation model was also transformed from snowball model, elite model to board model, cloud negotiation model and panoramic model. The social experiment based on Co business could not avoid global consultative governance. All kinds of difficulties encountered in practice, but its localization, future challenges and continuous fermentation experiments deserve continuous attention.
