【摘要】：朝鮮不顧國(guó)際社會(huì)的反對(duì)從2006年到2016年先后進(jìn)行了五次核試驗(yàn)。聯(lián)合國(guó)安理會(huì)為阻止朝鮮核開(kāi)發(fā)多次出臺(tái)對(duì)朝制裁決議。各國(guó)對(duì)制裁決議的執(zhí)行使朝鮮的政府財(cái)政、經(jīng)濟(jì)增長(zhǎng)率、貿(mào)易與投資等都大幅縮減,但并未因此改變朝鮮的擁核決心與核、導(dǎo)發(fā)展計(jì)劃。聯(lián)合國(guó)對(duì)朝制裁遠(yuǎn)未達(dá)到迫使朝鮮棄核的目的,制裁效果受制于下列諸多因素,如朝鮮經(jīng)濟(jì)具有抗打擊與修復(fù)能力,政府善于利用制裁加強(qiáng)內(nèi)部團(tuán)結(jié),地下經(jīng)濟(jì)活躍,繞開(kāi)制裁的能力不斷加強(qiáng),對(duì)外經(jīng)濟(jì)萎縮,制裁方企業(yè)因?yàn)橹鹄?自律缺失",主要相關(guān)方對(duì)朝核問(wèn)題及其解決方案的認(rèn)識(shí)分歧等。國(guó)際社會(huì)相關(guān)各方應(yīng)認(rèn)清制裁的效力與前景,將制裁、威懾與"伸手外交"結(jié)合起來(lái),才有可能打破朝鮮核導(dǎo)試驗(yàn)導(dǎo)致聯(lián)合國(guó)對(duì)其制裁、制裁又使其變本加厲地推進(jìn)核導(dǎo)試驗(yàn)的螺旋式惡性循環(huán)。
[Abstract]:North Korea conducted five nuclear tests between 2006 and 2016, despite international opposition. The UN Security Council has repeatedly issued sanctions against North Korea to prevent nuclear development. The implementation of sanctions resolutions has greatly reduced North Korea's government finances, economic growth rates, trade and investment, but has not changed North Korea's nuclear resolve and nuclear development plan. The United Nations sanctions against the DPRK are far from achieving the goal of forcing the DPRK to abandon its nuclear weapons. The effect of the sanctions is limited by the following factors: the DPRK economy has the ability to resist attack and repair, the government is good at using sanctions to strengthen internal unity and the underground economy is active. The ability of circumventing sanctions has been strengthened constantly, the foreign economy has shrunk, the enterprises of the sanction side have caused "lack of self-discipline" because of profit-seeking, and the main parties concerned have different views on the North Korean nuclear issue and its solution. The relevant parties in the international community should clearly recognize the effectiveness and prospects of sanctions and combine sanctions, deterrence and "hand diplomacy" to make it possible to break the UN sanctions imposed on it as a result of the DPRK nuclear missile test. Sanctions add to the vicious spiral of nuclear testing.
