【摘要】：隨著互聯(lián)網(wǎng)的迅猛發(fā)展,在“互聯(lián)網(wǎng)+”已被定為國家戰(zhàn)略背景下,網(wǎng)絡(luò)虛擬社群受到了國內(nèi)外學(xué)術(shù)界越來越多的重視。網(wǎng)絡(luò)虛擬社群治理是我國互聯(lián)網(wǎng)治理過程中的一個重要組成部分,也是衡量一個國家網(wǎng)絡(luò)治理程度與進(jìn)步水平的重要標(biāo)尺。以政治學(xué)的概念框架來分析,治理特殊之處就在于其治理的客體為網(wǎng)絡(luò)虛擬社群而非網(wǎng)絡(luò)。當(dāng)前,我國對網(wǎng)絡(luò)虛擬社群的治理還處于起步階段,很多措施達(dá)到基本要求,但仍然存在很多不足之處。對于一些社群的治理效果還未見成效,因此加強(qiáng)網(wǎng)路虛擬社群的治理變得非常緊迫。本文采用文獻(xiàn)研究法和案例分析法進(jìn)行學(xué)術(shù)研究,在目前已有的研究成果上又查閱了大量的國內(nèi)外資料,并在此基礎(chǔ)上進(jìn)行了創(chuàng)新。本文首先分析了國內(nèi)外的研究現(xiàn)狀,介紹網(wǎng)絡(luò)虛擬社群的理論研究,指出網(wǎng)絡(luò)虛擬社群的概念、功能以及特征,又分析了我國網(wǎng)絡(luò)虛擬社群的現(xiàn)狀,總的概括了目前我國網(wǎng)絡(luò)虛擬社群中存在煽動性言論和不實(shí)信息等問題,這些不僅加劇了網(wǎng)民的恐慌和沖突,降低人們理性認(rèn)知水平,還使個人消費(fèi)權(quán)益得不到有效保障。又對我國網(wǎng)絡(luò)虛擬社群治理必要性和方式進(jìn)行理論分析,由于治理網(wǎng)絡(luò)虛擬社群對于引領(lǐng)網(wǎng)絡(luò)虛擬社群健康發(fā)展、加強(qiáng)應(yīng)對電商詐騙治理和抵御不良思潮的侵害是十分必要的,從而以政府、社會、個人三個角度指出我國對網(wǎng)絡(luò)虛擬社群的治理方式。接著,指出在治理網(wǎng)絡(luò)虛擬社群的過程中存在缺少專業(yè)的治理機(jī)構(gòu)、政府提出治理對策相對滯后、監(jiān)管部門治理反應(yīng)速度比較慢、信息過濾與追蹤技術(shù)相對落后、管理者的綜合素質(zhì)較低等問題,并從法律制度、應(yīng)對能力、引導(dǎo)與監(jiān)督、技術(shù)管理手段、部門之間協(xié)調(diào)這幾個方面分析成因。最后,分析了加強(qiáng)我國網(wǎng)絡(luò)虛擬社群治理的有效途徑,從完善治理網(wǎng)絡(luò)虛擬社群的立法、健全多元化的治理體系、完善政府快速應(yīng)對機(jī)制、發(fā)揮文化治理優(yōu)勢四個方面展開論述。本文以研究治理我國網(wǎng)絡(luò)虛擬社群為主體,為推動網(wǎng)絡(luò)社會的和諧、健康、有序發(fā)展意義重大。
[Abstract]:With the rapid development of the Internet, under the background of "Internet" has been designated as the national strategy, the online virtual community has been paid more and more attention by the academic circles at home and abroad. The governance of network virtual community is an important part of the process of Internet governance in China, and it is also an important yardstick to measure the degree and progress of a country's network governance. Analyzing from the conceptual framework of political science, the special feature of governance lies in the fact that the object of governance is the virtual community rather than the network. At present, the governance of network virtual community in our country is still in the initial stage, many measures meet the basic requirements, but there are still many deficiencies. The governance of some communities has not been effective, so it is urgent to strengthen the governance of virtual communities. This paper adopts the literature research method and the case analysis method to carry on the academic research, has consulted the massive domestic and foreign data on the present research result, and has carried on the innovation in this foundation. This paper first analyzes the current research situation at home and abroad, introduces the theoretical research of the network virtual community, points out the concept, function and characteristics of the network virtual community, and analyzes the present situation of the network virtual community in our country. This paper sums up the problems of seditious speech and false information in the network virtual community of our country at present. These problems not only aggravate the panic and conflict of netizens, lower the level of rational cognition of people, but also make personal consumption rights and interests not effectively guaranteed. It is necessary to strengthen the management of e-commerce fraud and resist the harmful trend of thought because the governance of virtual community is necessary to lead the healthy development of network virtual community. From three angles of government, society and individual, this paper points out the governance mode of our country to the network virtual community. Then, it is pointed out that there is a lack of professional governance institutions in the process of governance network virtual community. The government puts forward the governance countermeasures lag behind, the regulatory authorities respond slowly, and the technology of information filtering and tracking is relatively backward. The comprehensive quality of managers is low, and the causes are analyzed from the aspects of legal system, coping ability, guidance and supervision, technical management means and coordination among departments. Finally, the paper analyzes the effective ways to strengthen the governance of our country's network virtual community, from perfecting the legislation of governing the network virtual community, perfecting the pluralistic governance system, perfecting the government's quick response mechanism. Give play to the advantages of cultural governance in four aspects of the discussion. In order to promote the harmonious, healthy and orderly development of the network society, this paper focuses on the research on the governance of our country's network virtual community.
