【摘要】：本文的研究主題是當(dāng)前我國城市社區(qū)服務(wù)隊伍的建設(shè)與整合,分析我國城市社區(qū)服務(wù)隊伍參與矛盾糾紛排查調(diào)處過程中遇到的問題,在調(diào)解排查過程中所遇到的困難,針對這些問題和困難提出對策性建議,從而為社區(qū)居民提供更好的服務(wù),這對完善我國城市社區(qū)服務(wù)隊伍建設(shè),提高他們在社區(qū)治理中的作用也具有一定的現(xiàn)實(shí)意義。本文認(rèn)為隨著城市化進(jìn)程的推進(jìn),城市社區(qū)工作逐步展開,城市社區(qū)服務(wù)隊伍所肩負(fù)的責(zé)任也越來越重,原有的計劃經(jīng)濟(jì)體制下以社區(qū)居委會作為單一的服務(wù)主體模式已經(jīng)難以滿足現(xiàn)在社區(qū)居民的服務(wù)需要,各種社會服務(wù)隊伍和公益團(tuán)體已經(jīng)參與到社區(qū)服務(wù)中來。為了促進(jìn)湖北省社區(qū)服務(wù)建設(shè)快速發(fā)展,必須整合現(xiàn)有的社區(qū)居委會、網(wǎng)格管理員、專業(yè)工作者、社會組織以及志愿者的力量,建成一支素質(zhì)和水平較高的城市社區(qū)服務(wù)隊伍。為了更好的建設(shè)城市社區(qū)服務(wù)隊伍能夠排查調(diào)解社區(qū)轉(zhuǎn)型期所凸顯出來的矛盾糾紛,本文以湖北省四個地市為基礎(chǔ)進(jìn)行了調(diào)研。通過文獻(xiàn)梳理、問卷調(diào)查和實(shí)地訪談等方法對湖北省城市社區(qū)服務(wù)隊伍進(jìn)行了描述分析。在調(diào)研過程中發(fā)現(xiàn),經(jīng)過不斷發(fā)展,湖北省城市社區(qū)服務(wù)隊伍平均年齡在逐漸降低,文化知識水平在不斷增加,所提供的社區(qū)服務(wù)向著專業(yè)化和多元化轉(zhuǎn)變。但筆者調(diào)研發(fā)現(xiàn),由于傳統(tǒng)和現(xiàn)實(shí)等原因,目前,城市社區(qū)服務(wù)隊伍在介入社區(qū),進(jìn)行排查調(diào)解矛盾糾紛時存依然存在很多問題。主要表現(xiàn)在：城市社區(qū)服務(wù)隊伍在解決矛盾糾紛時身份模糊,導(dǎo)致權(quán)威性不強(qiáng)；城市社區(qū)服務(wù)隊伍在解決矛盾糾紛時專業(yè)化程度不高；城市社區(qū)服務(wù)隊伍在解決矛盾糾紛時積極性不高。為了使城市社區(qū)服務(wù)隊伍在進(jìn)行排查調(diào)解矛盾糾紛規(guī)范化、專業(yè)化和職業(yè)化,需要從以下幾個方面著手：要從制度建設(shè)方面著手,使化解社區(qū)矛盾規(guī)范化；要從教育培訓(xùn)方面著手,使化解社區(qū)矛盾專業(yè)化；要從激勵機(jī)制方面著手,使化解社區(qū)矛盾職業(yè)化；要從政策制度方面著手,使城市社區(qū)服務(wù)隊伍協(xié)同治理。
[Abstract]:The research theme of this paper is the construction and integration of the urban community service team in our country at present, and analyzes the problems encountered in the process of participating in the investigation and mediation of contradictions and disputes, and the difficulties encountered in the process of mediation and investigation. In view of these problems and difficulties, this paper puts forward some countermeasures to provide better service for the community residents, which is also of practical significance to improve the construction of urban community service team and enhance their role in community governance. This paper holds that with the advancement of urbanization, the urban community work is gradually carried out, and the responsibility of the urban community service team is becoming more and more heavy. Under the original planned economy system, it is difficult to meet the service needs of the community residents by using the community neighborhood committee as a single service subject mode, and various social service teams and public welfare groups have already participated in the community service. In order to promote the rapid development of community service construction in Hubei Province, it is necessary to integrate the existing community neighborhood committee, grid administrator, professional workers, social organizations and volunteers to build a high quality and high level urban community service team. In order to better build the urban community service team to investigate the conflicts and disputes highlighted in the period of mediation community, this paper based on the four cities in Hubei Province. Through literature combing, questionnaire investigation and field interview, this paper describes and analyzes the urban community service team in Hubei province. In the process of investigation, it is found that the average age of the urban community service team in Hubei Province is gradually decreasing, the level of cultural knowledge is increasing, and the community service provided has changed to specialization and diversification. However, the author finds that, because of the traditional and realistic reasons, there are still many problems existing when the urban community service teams intervene in the community and carry out the investigation and mediation of contradictions and disputes. The main manifestations are as follows: the identity of the urban community service team in resolving contradictions and disputes is vague, leading to the lack of authority, the professional degree of the urban community service team in resolving contradictions and disputes is not high; Urban community service team in resolving conflicts and disputes when the enthusiasm is not high. In order to standardize, professionalize and professionalize the investigation and mediation of contradictions and disputes among the urban community service teams, it is necessary to start from the following aspects: to start from the aspect of system construction, to standardize the settlement of community contradictions; We should start from the aspect of education and training to make the solution of community contradiction specialized, to start from the aspect of incentive mechanism, to professionalize the solution of community contradiction, and from the aspect of policy and system, to make the team of urban community service manage in coordination.
