【摘要】：民生——國民生計,隨著我國經(jīng)濟和物質(zhì)條件的飛速發(fā)展,自改革開放以來,各級政府都將民生工程納入重點工作中去,將改善國民生活水平、提高城鄉(xiāng)居民生活質(zhì)量、為群眾衣食住行提供便利擺在了重要位置,尤其是老少邊窮地區(qū)更是加大投入力度,傾斜政策、應(yīng)保盡保,有力解決了廣大人民群眾特別是弱勢群體的生存生活等方面迫切問題和焦點問題,群眾共享經(jīng)濟發(fā)展成果的同時,也促進帶動了城鄉(xiāng)經(jīng)濟社會協(xié)調(diào)全面發(fā)展,保障了社會的和諧穩(wěn)定,強化了人民對國家和政權(quán)的歸屬和認同,對推動社會發(fā)展有著非常的意義和作用。民生是寬泛而系統(tǒng)的概念,繞過其龐大的脈絡(luò)和分支,本文主要探討縣域民生工程建設(shè)中的問題。民生工程建設(shè)項目內(nèi)容、受效范圍、受益人群隨著社會的不斷發(fā)展而日益增加,其部署實施的過程和落實應(yīng)用的效果備受關(guān)注,目前,我國主要強調(diào)民生工程建設(shè)對經(jīng)濟發(fā)展的影響,對民生工程建設(shè)過程和落實中的問題研究的較少,在一定程度上制約了民生工程建設(shè)方面工作的改善和豐富。因此,在簡單介紹當(dāng)前民生理論和我國部分地區(qū)民生工程建設(shè)情況的基礎(chǔ)上,著重以內(nèi)蒙古某旗縣"十個全覆蓋"民生工程建設(shè)為例,研析其在建設(shè)過程中存在的典型問題,并系統(tǒng)的提出意向性的對策措施和探索思路。主體內(nèi)容包括五個部分,分別是引言、民生建設(shè)的政策和實踐發(fā)展、克什克騰旗"十個全覆蓋"工程建設(shè)情況、工程中問題分析和對策建議。引言部分簡要說明了選題的立足點和基本目的,介紹了民生建設(shè)方面的理論研究和探索;第二部分主要闡述了我國民生工程建設(shè)的一些政策觀點和實踐成果;第三、四部分主要是以克什克騰旗的"十個全覆蓋"工程為研究點,具體分析了民生工程建設(shè)中的一些成果經(jīng)驗和典型問題;第五部分針對發(fā)現(xiàn)的問題提出了一些對策和措施,并引入了一些理論分析方法和統(tǒng)計分析模型,希望能從相對量化可操作的角度為民生工程建設(shè)提供一些有益的路徑和思路。
[Abstract]:People's livelihood - National livelihood, with the rapid development of our country's economic and material conditions, since the reform and opening up, all levels of government have brought people's livelihood projects into the key work, which will improve the national living standards, improve the quality of life of urban and rural residents, and provide convenience for the people to provide convenience and accommodation, especially in the old and poor areas. To increase the investment, the policy of inclination should be guaranteed, and the urgent problems and focus problems in the living and life of the masses, especially the disadvantaged groups, are effectively solved. While the masses share the achievements of economic development, they also promote the coordinated and comprehensive development of the urban and rural economy and society, guarantee the harmony and stability of the society, and strengthen the people to the country. The ownership and identification of the family and the political power have a great significance and function to promote the development of the society. The people's livelihood is a broad and systematic concept, bypassing its huge chores and branches. This article mainly discusses the problems in the construction of the people's livelihood project in the county. The contents of the construction of the people's livelihood project are affected by the model, and the beneficiaries are increasingly developing with the continuous development of the society. At present, our country mainly emphasizes the influence of the construction of people's livelihood on the economic development, and less research on the construction process and the problems in the implementation of the people's livelihood project, to a certain extent, it restricts the improvement and enrichment of the construction of the people's livelihood project. On the basis of the current people's livelihood theory and the construction of people's livelihood projects in some areas of our country, focusing on the construction of "ten full cover" people's livelihood project in a banner county of Inner Mongolia as an example, this paper analyzes the typical problems in the construction process, and puts forward the countermeasures and exploration ideas of intentionality. The main content includes five parts, which are the introduction, The development of the policy and practice of the construction of the people's livelihood, the construction of the "ten full cover" projects in Hexigten Banner, the analysis of the problems in the project and the countermeasures and suggestions. The introduction briefly explains the foothold and basic purpose of the topic, introduces the theoretical research and exploration of the construction of the people's livelihood, and the second part mainly expounds some of the construction of the people's livelihood project in our country. The third, fourth part mainly takes the "ten full cover" project of Hexigten Banner as the research point, and analyzes some of the achievements and typical problems in the construction of the people's livelihood project. The fifth part puts forward some countermeasures and measures for the problems found, and introduces some theoretical analysis methods and statistical analysis. The model hopes to provide some useful paths and ideas for the construction of people's livelihood projects from the perspective of relative quantification and operability.
