大陸臺(tái)資企業(yè)協(xié)會(huì)參與涉臺(tái)公共事務(wù)的路徑研究

【摘要】:臺(tái)灣同胞投資企業(yè)協(xié)會(huì)(簡(jiǎn)稱“臺(tái)資企業(yè)協(xié)會(huì)”)是經(jīng)大陸主管部門批準(zhǔn),由臺(tái)胞依法自愿組成的非營(yíng)利性社會(huì)團(tuán)體法人。自1990年第一家臺(tái)資企業(yè)協(xié)會(huì)——北京臺(tái)資企業(yè)協(xié)會(huì)成立至今,全國(guó)已陸續(xù)成立140家臺(tái)資企業(yè)協(xié)會(huì),在維護(hù)臺(tái)資企業(yè)合法權(quán)益、溝通政府與臺(tái)企、推動(dòng)兩岸經(jīng)濟(jì)交流等方面,發(fā)揮了重要的作用。但同時(shí),隨著兩岸關(guān)系及大陸經(jīng)濟(jì)、法律環(huán)境的發(fā)展變化,部分地區(qū)的臺(tái)資企業(yè)協(xié)會(huì)在運(yùn)營(yíng)中存在的一些問(wèn)題日益凸顯,地區(qū)之間協(xié)會(huì)的發(fā)展水平也存在一定的差異,一方面影響了協(xié)會(huì)自身功能的發(fā)揮,另一方面也限制了其在兩岸關(guān)系發(fā)展中發(fā)揮更大的作用。當(dāng)前,兩岸關(guān)系處在重要的時(shí)間節(jié)點(diǎn),對(duì)臺(tái)資企業(yè)功能的研究,尤其是對(duì)其參與兩岸公共事務(wù)路徑的研究顯得更為必要和迫切。本文以治理理論為理論依據(jù),通過(guò)梳理國(guó)內(nèi)外有關(guān)非政府組織的理論及兩岸非政府組織參與公共事務(wù)的實(shí)踐,并與多地臺(tái)商、臺(tái)協(xié)會(huì)、臺(tái)辦干部進(jìn)行了交流,較為全面地分析了目前臺(tái)資企業(yè)協(xié)會(huì)發(fā)展中存在的問(wèn)題,以及其作為第三方部門參與兩岸關(guān)系進(jìn)程中一系列公共事務(wù)的制約因素。結(jié)合當(dāng)前兩岸公共領(lǐng)域的新問(wèn)題與對(duì)臺(tái)工作的思考,探索臺(tái)資企業(yè)參與兩岸經(jīng)濟(jì)合作、青年交流、城市交流等涉臺(tái)公共事務(wù)中可供嘗試的路徑,并對(duì)臺(tái)資企業(yè)協(xié)會(huì)與政府未來(lái)的合作提出相關(guān)建議。
[Abstract]:The Taiwan compatriots Investment Enterprise Association (hereinafter referred to as the "Taiwan-funded Enterprise Association") is a non-profit social organization legal person, which is approved by the competent authorities of the mainland and formed voluntarily by Taiwan compatriots according to law. Since the establishment of the first Taiwan-funded enterprise association in 1990, the Beijing Taiwan Enterprise Association, 140 Taiwan-funded enterprise associations have been set up throughout the country, in safeguarding the legitimate rights and interests of Taiwan-funded enterprises, communicating between the government and Taiwan enterprises, and promoting cross-strait economic exchanges, etc. Played an important role. But at the same time, with the development of cross-strait relations and the economic and legal environment in the mainland, some problems in the operation of Taiwan-funded enterprise associations in some regions have become increasingly prominent, and there are certain differences in the level of development of associations between regions. On the one hand, it affects its own function, on the other hand, it limits its role in the development of cross-straits relations. At present, the relationship between the two sides of the strait is at an important time node, so it is more necessary and urgent to study the function of Taiwan-funded enterprises, especially the path of their participation in cross-strait public affairs. Based on the theory of governance, this paper combs the theories of non-governmental organizations at home and abroad and the practice of non-governmental organizations from both sides of the strait in participating in public affairs, and exchanges with Taiwan businessmen, Taiwan associations, and cadres of Taiwan Affairs offices. This paper comprehensively analyzes the problems existing in the development of Taiwan-funded enterprise associations and the restrictive factors of their participation in a series of public affairs in the process of cross-strait relations as a third party. Combining with the current new problems in the public sphere of the two sides of the Taiwan Strait and thinking about the work of Taiwan, exploring the paths that Taiwan-funded enterprises can try in participating in cross-strait economic cooperation, youth exchanges, urban exchanges, and other public affairs related to Taiwan, And put forward the relevant suggestions to the future cooperation between the Taiwan-funded enterprise association and the government.
