【摘要】：社會(huì)管理創(chuàng)新是黨中央在社會(huì)發(fā)展新形勢(shì)下提出的一項(xiàng)重大戰(zhàn)略部署,創(chuàng)新社會(huì)管理的思路和方法,不僅能提高社會(huì)管理的效能和水平,更能有力地維護(hù)社會(huì)的和諧與穩(wěn)定。全國(guó)各地都在不斷地深入推進(jìn)社會(huì)管理的創(chuàng)新,城市社區(qū)網(wǎng)格化管理作為其中一項(xiàng)重要舉措被廣泛推行。社區(qū)網(wǎng)格化管理是以社區(qū)為載體,進(jìn)行網(wǎng)格劃分,打破了傳統(tǒng)條塊分割、各自為政的管理混亂的局面,通過(guò)整合資源,合理配置資源,實(shí)現(xiàn)城市管理系統(tǒng)的高效運(yùn)轉(zhuǎn)。本文以湖北省恩施州利川市為研究對(duì)象,進(jìn)行了調(diào)查研究工作,深入細(xì)致的了解到了該市網(wǎng)格化管理的現(xiàn)狀,對(duì)網(wǎng)格化管理的組織體系、管理流程、管理模式和制度建設(shè),以及信息化平臺(tái)的建設(shè)和運(yùn)行狀況都有比較詳細(xì)的介紹,對(duì)取得的初步成效也有一定的闡述。以北京東城區(qū)和上海長(zhǎng)寧區(qū)兩地為典型案例,分析他們的具體做法,借鑒其先進(jìn)經(jīng)驗(yàn),為利川市的社區(qū)網(wǎng)格化建設(shè)提供新的工作思路和工作方法。同時(shí),還針對(duì)居民對(duì)社區(qū)網(wǎng)格化管理的滿意程度設(shè)計(jì)了調(diào)查問(wèn)卷,并進(jìn)行隨機(jī)抽樣調(diào)查,利用SPSS軟件對(duì)調(diào)查所得數(shù)據(jù)進(jìn)行了統(tǒng)計(jì),分析得到利川市社區(qū)居民群眾對(duì)該市推行網(wǎng)格化管理建設(shè)的滿意程度,不滿意之處以及相關(guān)意見(jiàn)建議,為該市網(wǎng)格化管理后續(xù)工作提供了改進(jìn)和完善的方向。本文在調(diào)查反饋所得的信息基礎(chǔ)之上,從體制機(jī)制方面、平臺(tái)建設(shè)與利用方面、網(wǎng)格員隊(duì)伍建設(shè)管理方面和民眾參與度四個(gè)方面,對(duì)該市存在的問(wèn)題進(jìn)行了分析;也提出了完善網(wǎng)格化管理的對(duì)策建議,即抓好制度建設(shè);提高網(wǎng)格員待遇,提升網(wǎng)格員素質(zhì);加強(qiáng)宣傳引導(dǎo)與群眾自治,提高參與度;進(jìn)一步深化信息平臺(tái)的功能應(yīng)用。
[Abstract]:The innovation of social management is an important strategic arrangement put forward by the CPC Central Committee under the new situation of social development. Innovating the ideas and methods of social management can not only improve the efficiency and level of social management, but also maintain social harmony and stability. The innovation of social management is being promoted all over the country. As one of the important measures, urban community grid management has been widely carried out. Community grid management is to take the community as the carrier to divide the grid, break the situation of the traditional fragmented management chaos, through the integration of resources, reasonable allocation of resources, to achieve the efficient operation of urban management system. This paper takes Lichuan City, Enshi Prefecture, Hubei Province as the research object, carries on the investigation and research work, has deeply and meticulously understood the present situation of the grid management in the city, to the grid management organization system, the management process, the management pattern and the system construction, The construction and operation of information platform are introduced in detail. Taking Dongcheng District of Beijing and Changning District of Shanghai as typical cases, this paper analyzes their concrete methods, draws lessons from their advanced experience, and provides new working ideas and methods for the construction of community gridding in Lichuan City. At the same time, a questionnaire was designed for residents' satisfaction with the grid management of the community, and a random sampling survey was carried out. The data obtained from the survey were analyzed by using SPSS software. Through the analysis of the satisfaction degree of the residents of the community in Lichuan city with the implementation of grid management construction in the city, the dissatisfactory points and relevant suggestions are given, which provide the direction for improvement and perfection of the follow-up work of the grid management in the city. On the basis of investigation and feedback information, this paper analyzes the problems existing in the city from the aspects of system and mechanism, platform construction and utilization, grid staff construction and management, and popular participation. It also puts forward the countermeasures and suggestions to perfect the grid management, that is, to do a good job in system construction, to improve the treatment of grid workers, to improve the quality of grid workers, to strengthen propaganda and guidance and to improve the participation degree, and to further deepen the functional application of the information platform.
