【摘要】：我國公辦養(yǎng)老機構(gòu)民營化改革是指改革政府包辦包管的供給模式,導(dǎo)入市場機制,提高養(yǎng)老資源的配置效率,增強社會福利水平,滿足社會對養(yǎng)老服務(wù)多樣化的需求。理論依據(jù)為公共產(chǎn)品理論、福利多元主義理論、委托代理理論�，F(xiàn)階段,我國出臺的系列鼓勵公辦養(yǎng)老機構(gòu)民營化的政策文件給公辦養(yǎng)老機構(gòu)民營化改革創(chuàng)造了政治條件;養(yǎng)老服務(wù)需求的增加為民營化提供了社會條件;事業(yè)單位分類改革的推進為民營化創(chuàng)造了制度條件�，F(xiàn)階段,在我國公辦養(yǎng)老機構(gòu)民營化改革中,需要轉(zhuǎn)變改革觀念,創(chuàng)造改革的思想條件;完善監(jiān)督機制,保障改革的公共價值取向;健全法律法規(guī),構(gòu)建改革的制度環(huán)境。
[Abstract]:The privatization reform of public pension institutions in our country refers to the reform of the supply mode of government arranged guarantees, the introduction of market mechanism, the improvement of the allocation efficiency of endowment resources, the enhancement of the social welfare level, and the satisfaction of the diversified needs of the society for the aged. The theoretical basis is public product theory, welfare pluralism theory, principal-agent theory. At the present stage, the series of policy documents to encourage the privatization of public pension institutions have created political conditions for the privatization of public pension institutions, and the increase in the demand for pension services has provided social conditions for privatization. The promotion of institutional classification reform has created institutional conditions for privatization. At present, in the reform of privatization of public pension institutions, it is necessary to change the concept of reform, create the ideological conditions of reform, perfect the supervision mechanism, ensure the public value orientation of the reform, perfect the laws and regulations, and construct the institutional environment of the reform.
