【摘要】：K社區(qū)"學(xué)習(xí)圈"的試點(diǎn)研究,探析了協(xié)商民主的具體制度設(shè)計(jì)在社區(qū)層面的運(yùn)轉(zhuǎn)情況,檢驗(yàn)了"學(xué)習(xí)圈"的制度設(shè)計(jì)能否落實(shí)協(xié)商民主的理念和為居民提供良好的參與模式。研究發(fā)現(xiàn),"學(xué)習(xí)圈"不同于簡(jiǎn)單的對(duì)話,有其全面性和規(guī)范性。此外,"學(xué)習(xí)圈"可以為社區(qū)有效提供協(xié)商對(duì)話和參與公共事務(wù)討論的平臺(tái),提升居民對(duì)公共事務(wù)的關(guān)心程度,激發(fā)居民參與協(xié)商的潛能,促進(jìn)協(xié)商能力的培養(yǎng)和對(duì)協(xié)商對(duì)話價(jià)值的認(rèn)同,為社區(qū)協(xié)商民主的實(shí)踐提供經(jīng)驗(yàn)性證據(jù)。"學(xué)習(xí)圈"也存在需要一定的時(shí)間和人力成本,在協(xié)商過程中自然形成的意見領(lǐng)袖對(duì)協(xié)商結(jié)果有著一定的影響作用。
[Abstract]:The pilot study of "learning circle" in K community analyzes the operation of the concrete system design of consultative democracy at the community level, and tests whether the system design of "learning circle" can carry out the concept of consultative democracy and provide a good participation model for residents. The study found that the learning circle is different from simple dialogue and has its comprehensiveness and standardization. In addition, the "learning circle" can effectively provide a platform for community consultation, dialogue and participation in public affairs discussions, enhance residents' interest in public affairs and stimulate their potential to participate in consultation. "to promote the development of consultative capacity and recognition of the value of consultative dialogue, and to provide empirical evidence for the practice of community consultative democracy." The learning circle also needs a certain amount of time and manpower cost, and the opinion leaders formed naturally in the negotiation process have a certain influence on the negotiation results.
