【摘要】：據(jù)第六次全國(guó)人口普查數(shù)據(jù)表明,我國(guó)大陸統(tǒng)計(jì)的總?cè)丝谥?60歲及以上的人口約為1.776億人,占總?cè)丝诘?3.26%,基本達(dá)到國(guó)際上對(duì)老齡化國(guó)家規(guī)定的標(biāo)準(zhǔn)。古語(yǔ)有云“老人安,天下安”,養(yǎng)老已經(jīng)成為關(guān)系到各個(gè)人口階層,甚至是整個(gè)社會(huì)的重大問(wèn)題。特別是隨著農(nóng)村地區(qū)“空巢化”,“少子化”,“高齡化”的日趨嚴(yán)重,城鄉(xiāng)老齡人口呈現(xiàn)倒置態(tài)勢(shì),加之農(nóng)村地域廣闊,較之城市經(jīng)濟(jì)條件差,生活設(shè)施不完善,養(yǎng)老保障制度不健全,所以與城市相比,農(nóng)村養(yǎng)老問(wèn)題的形勢(shì)更為嚴(yán)峻。尤其是在農(nóng)村老人的養(yǎng)老服務(wù)問(wèn)題上,還僅僅處在探索歷程中的起步階段。因此,如何構(gòu)建一個(gè)多元化的農(nóng)村養(yǎng)老服務(wù)體系來(lái)滿足農(nóng)村老年人的晚年生活需求從而緩解對(duì)經(jīng)濟(jì)社會(huì)的巨大壓力就顯得尤為迫切。本論文正是在這樣的背景下,歸納分析了國(guó)內(nèi)與國(guó)外相關(guān)領(lǐng)域當(dāng)中的部分文獻(xiàn)資料以及理論觀點(diǎn),以社會(huì)分層理論,馬斯洛需求理論,福利多元理論等相關(guān)理論為指導(dǎo),基于河北省農(nóng)村養(yǎng)老服務(wù)實(shí)踐,分析目前存在的問(wèn)題,并且通過(guò)對(duì)河北省農(nóng)村老年人進(jìn)行分層,調(diào)查不同層次老年人的養(yǎng)老服務(wù)需求。在此基礎(chǔ)上,有針對(duì)性的提出了構(gòu)建河北省農(nóng)村多元化養(yǎng)老服務(wù)體系的意見(jiàn)與建議,即將河北省農(nóng)村養(yǎng)老服務(wù)體系分為兩部分,在城中村和經(jīng)濟(jì)較發(fā)達(dá)地區(qū)的平原村建設(shè)民間機(jī)構(gòu)主導(dǎo)的農(nóng)村養(yǎng)老服務(wù)體系;在山區(qū)村和經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)的平原村建設(shè)政府主導(dǎo)的農(nóng)村養(yǎng)老服務(wù)體系。
[Abstract]:According to the data of the sixth national census, the total population aged 60 and above in mainland China is about 177.6 million, accounting for 13.26% of the total population, which basically meets the international standard for aging countries. As the old saying goes, "the elderly are safe, the world is safe", pension has become a major issue related to all population strata, and even the whole society. In particular, with the growing seriousness of "empty nesting", "minority children" and "aging" in rural areas, the aging population in urban and rural areas presents a trend of inversion. In addition, the rural areas are vast, worse than the urban economic conditions, and the living facilities are not perfect. Pension security system is not perfect, so compared with urban, the situation of rural pension problem is more severe. Especially in the rural elderly pension services, but also in the initial stage of exploration. Therefore, how to build a diversified rural old-age service system to meet the needs of the elderly in old age in rural areas to alleviate the enormous pressure on the economic and social is particularly urgent. Under this background, this paper summarizes and analyzes some literature and theoretical viewpoints in domestic and foreign related fields, guided by social stratification theory, Maslow demand theory, welfare multiple theory and so on. Based on the practice of rural old-age service in Hebei Province, this paper analyzes the existing problems, and through the stratification of rural elderly in Hebei Province, investigates the demand of old-age service for the elderly at different levels. On this basis, the paper puts forward the suggestions and suggestions of constructing rural diversified old-age service system in Hebei Province, that is, the rural old-age service system of Hebei Province is divided into two parts. The rural old-age service system led by non-governmental organizations should be built in the villages in cities and in the plain villages in the economically developed areas, and the government-led rural old-age service system in the mountainous villages and the plain villages in the economically underdeveloped areas.
