【摘要】：作為一種創(chuàng)新先進(jìn)的公共安全管理模式,安全社區(qū)的目的是從源頭上做好預(yù)防,提高安全意識(shí),消除潛在的安全問題。同時(shí),它也是一個(gè)以科學(xué)管理理論為指導(dǎo),長期持續(xù)的系統(tǒng)建設(shè),應(yīng)用風(fēng)險(xiǎn)識(shí)別分析,并探索PDCA循環(huán)法在整體工作中的指導(dǎo)和應(yīng)用�！鞍踩鐓^(qū)”這一概念經(jīng)世界衛(wèi)生組織(WHO)的推廣,20多年來在全球得到了廣泛的實(shí)踐和發(fā)展。我國在2002年正式引進(jìn)“安全社區(qū)”以來,根據(jù)世界衛(wèi)生組織的建設(shè)標(biāo)準(zhǔn),在結(jié)合中國國情的基礎(chǔ)上,吸收各國經(jīng)驗(yàn),摸索出中國安全社區(qū)的建設(shè)方法,在理論和實(shí)踐上豐富安全社區(qū)建設(shè)理論。特別是政府主導(dǎo)型的基層安全社區(qū)建設(shè)在中國安全社區(qū)建設(shè)進(jìn)程中,發(fā)揮重要作用。通過分析和研究,本文借鑒安全社區(qū)建設(shè)國內(nèi)外案例的成功經(jīng)驗(yàn),側(cè)重深入并強(qiáng)化了中國安全社區(qū)理論與實(shí)踐研究,通過對(duì)大連金石灘街道安全社區(qū)建設(shè)案例的描述與分析,首次對(duì)政府主導(dǎo)型基層安全社區(qū)建設(shè)進(jìn)行理論、實(shí)踐相結(jié)合的系統(tǒng)研究。按照“發(fā)現(xiàn)問題—分析問題—解決問題”的技術(shù)路線,綜合運(yùn)用文獻(xiàn)研究、數(shù)據(jù)分析、案例分析和理論分析與經(jīng)驗(yàn)分析相結(jié)合等方法,總結(jié)當(dāng)前在安全社區(qū)建設(shè)工作中的經(jīng)驗(yàn)和不足,歸納存在的問題并分析其原因,提出解決方案,對(duì)改進(jìn)效果進(jìn)行預(yù)期,為基層政府提供啟示。本文希望通過對(duì)我國安全社區(qū)的理論分析,豐富和發(fā)展管理學(xué)理論,在創(chuàng)建過程中的實(shí)際操作進(jìn)行有益探索,并為中國安全社區(qū)這一領(lǐng)域的研究提供新的角度,從而對(duì)基層政府推進(jìn)安全社區(qū)建設(shè)提供示范、建議和參考。
[Abstract]:As an innovative and advanced mode of public safety management, the purpose of safe community is to prevent from the source, improve safety consciousness and eliminate potential safety problems. At the same time, it is also a long-term continuous system construction guided by scientific management theory, applying risk identification and analysis, and exploring the guidance and application of PDCA cycle method in the whole work. The concept of "safe community" has been widely practiced and developed in the world for more than 20 years. Since China formally introduced "safe Community" in 2002, according to the construction standards of the World Health Organization, and on the basis of combining the national conditions of China, and absorbing the experiences of other countries, we have found out the construction method of China's safe community. Enrich the theory of safe community construction in theory and practice. In particular, the construction of government-led grass-roots safety community plays an important role in the process of safety community construction in China. Through the analysis and research, this paper draws lessons from the successful experience of the safe community construction at home and abroad, and emphasizes on deepening and strengthening the research on the theory and practice of the safety community in China, through the description and analysis of the case of the construction of the safety community in the streets of Jinshitan, Dalian. For the first time, a systematic study on the combination of theory and practice is carried out on the construction of the government-led grass-roots safe community. According to the technical route of "Discovery Problem-Analytical Problem-Problem-Problem-solving", the methods of literature research, data analysis, case analysis, theoretical analysis and empirical analysis are used synthetically. This paper summarizes the current experience and deficiency in the construction of safe community, summarizes the existing problems, analyzes the causes, puts forward the solutions, anticipates the effect of improvement, and provides inspiration to the grass-roots government. This paper hopes to enrich and develop the management theory through the theoretical analysis of the safety community in our country, and to explore the practical operation in the course of the establishment, and to provide a new angle for the research in the field of the safe community in China. Thus, the basic government to promote the construction of safe communities to provide demonstration, advice and reference.
