【摘要】：上個世紀50年代的朝鮮戰(zhàn)爭,造成了朝鮮半島上離散家屬的悲劇,在現(xiàn)代,它是朝鮮半島特有名詞。2000年6月,朝韓兩國領(lǐng)導(dǎo)人實現(xiàn)了舉世矚目的、具有歷史性的南北會談,簽署了6.15宣言,此舉極大地緩和了朝鮮半島的緊張局勢,改善了南北關(guān)系,其中讓離散家屬不定期地會面,是這次會談的最大成果之一。2007年,朝韓第二次首腦會談更是對離散家屬團聚活動的舉行起著巨大的推動作用。但由于離散家屬團聚活動一直受到朝韓關(guān)系、朝韓周邊局勢等因素的影響,一直沒有實現(xiàn)正�；�,使得離散家屬問題的解決一直懸而未決,離散家屬老齡化使離散家屬團聚問題日益緊迫。論文是基于人道主義理論對朝韓離散家屬問題現(xiàn)狀進行進一步的研究。論文主要介紹了離散家屬問題的現(xiàn)狀,包括離散家屬問題的歷史演變、產(chǎn)生原因、現(xiàn)狀以及開展的意義等;論文就離散家屬團聚活動的開展情況,包括離散家屬團聚活動的相關(guān)機構(gòu)、相關(guān)協(xié)議規(guī)定、開展形式和開展現(xiàn)狀等展開了論述;此外,論述并分析了影響離散家屬團聚活動的因素,如朝鮮核問題和聯(lián)合國的制裁、金剛山旅游項目問題、韓美軍演問題、兩國政府的外交政策、朝韓軍事沖突等問題;當然離散家屬團聚活動依然存在許多問題,包括活動舉行的不確定性、離散家屬各代態(tài)度差異問題、團聚后遺癥、活動費用問題等目前離散家屬團聚活動存在的問題。最后,文章就離散家屬團聚活動機制化問題進行討論。即兩國政府的努力、積極發(fā)揮民間交流渠道,此外積極尋求國際社會的支持,并將離散家屬團聚活動與政治問題相分離。只有這樣,才有利于離散家屬團聚活動問題的解決。
[Abstract]:The Korean War in the 1950s led to the tragedy of the separated families on the Korean Peninsula. In modern times, it is a unique term on the Korean Peninsula. In June 2000, the leaders of the two Koreas achieved the remarkable and historic North-South talks. The signing of the 6.15 Declaration, which greatly eased tensions on the Korean peninsula and improved relations between the North and the South, in which separated families met on an irregular basis, was one of the biggest outcomes of the talks. In 2007, The second summit played an important role in the reunion of separated families. However, due to the fact that the reunions of separated families have been affected by the inter-Korean relations, the situation around the DPRK and the ROK, and so on, the normalization has not been realized, which has made the resolution of the issue of separated family members unresolved. The aging of separated families makes the problem of reunion of separated families more and more urgent. This paper is based on humanitarian theory to further study the current situation of inter-Korean discrete family problems. The paper mainly introduces the current situation of the discrete family problem, including the historical evolution of the discrete family problem, the causes, the status quo and the significance of the development. Including the relevant agencies for the reunions of separated families, the relevant agreements, the form and status quo of such activities, and the factors affecting the reunions of separated families, such as the Korean nuclear issue and the sanctions imposed by the United Nations, are discussed and analyzed. The issue of the Mount Kumgang tourism project, the issue of US military exercises in South Korea, the foreign policy of the two governments, the military conflict between the two Koreas, and so on; of course, there are still many problems in the reunion activities for separated families, including the uncertainty about the events to be held. There are some problems existing in the reunions of separated families, such as the different attitudes of the separated families, the sequelae of reunion and the cost of the activities. Finally, the paper discusses the problem of the system of family reunion activities. That is, the efforts of the two governments, the active development of non-governmental channels of communication, in addition to actively seeking the support of the international community, and the separation of separated families from the political issues. Only in this way, can it be beneficial to solve the problem of reunions of separated families.
