【摘要】：一個(gè)國(guó)家的政黨制度,必須適合這個(gè)國(guó)家的國(guó)情。中國(guó)人民在探索適合中國(guó)國(guó)情的政黨制度過(guò)程中,走過(guò)了非常曲折的道路。經(jīng)過(guò)中國(guó)共產(chǎn)黨和各民主黨派的浴血奮斗和親密合作,最終確立了中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度這一具有中國(guó)特色的政黨制度。這一制度與西方的兩黨或多黨競(jìng)爭(zhēng)制,以及一些國(guó)家的一黨制,都不相同,它是馬列主義同中國(guó)革命與建設(shè)實(shí)踐相結(jié)合的歷史性創(chuàng)造。它創(chuàng)立了一種嶄新的制度形式、一種嶄新的政黨關(guān)系、一種嶄新的執(zhí)政方式、一種嶄新的民主實(shí)現(xiàn)形式。在這一政黨制度下,各民主黨派是參政黨,履行參政議政、民主監(jiān)督和參加中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的政治協(xié)商的職能。各民主黨派在自身發(fā)展和履行職能的過(guò)程中,機(jī)關(guān)處在很關(guān)鍵的地位,發(fā)揮舉足輕重的作用。民主黨派機(jī)關(guān)履行"參謀、執(zhí)行、協(xié)調(diào)、服務(wù)"等多項(xiàng)職能,是同級(jí)民主黨派組織各項(xiàng)工作的主要承擔(dān)者和組織協(xié)調(diào)部門(mén),是組織功能正常運(yùn)轉(zhuǎn)的樞紐�？梢哉f(shuō),民主黨派組織的自身健康發(fā)展和履職盡責(zé)離不開(kāi)民主黨派機(jī)關(guān)。民主黨派機(jī)關(guān),按層級(jí)分類(lèi)有民主黨派的中央機(jī)關(guān)、省級(jí)機(jī)關(guān)、地市級(jí)機(jī)關(guān)等。市級(jí)機(jī)關(guān)是市級(jí)組織全部工作的載體,機(jī)關(guān)建設(shè)薄弱會(huì)直接影響市級(jí)組織履職能力和自身建設(shè),從而影響民主黨派作用的發(fā)揮,削弱中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度的活力。本文以安徽省農(nóng)工黨市級(jí)組織機(jī)關(guān)條件建設(shè)情況為調(diào)研對(duì)象,分析了安徽省農(nóng)工黨市級(jí)組織機(jī)關(guān)建設(shè)取得的成就,存在的問(wèn)題和原因,主要有機(jī)關(guān)保障條件不足、機(jī)關(guān)工作制度不完善、機(jī)關(guān)干部隊(duì)伍建設(shè)有待加強(qiáng)、外部權(quán)威影響機(jī)關(guān)工作開(kāi)展等幾方面。針對(duì)存在的問(wèn)題,根據(jù)調(diào)研分析情況,本文最后從加強(qiáng)市級(jí)組織機(jī)關(guān)條件保障、完善機(jī)關(guān)工作制度、加強(qiáng)機(jī)關(guān)干部隊(duì)伍建設(shè)、改善機(jī)關(guān)地位處境等幾個(gè)方面,提出了加強(qiáng)和改善安徽省農(nóng)工黨市級(jí)組織機(jī)關(guān)建設(shè)的建議。
[Abstract]:A country's political party system must be suited to the country's national conditions. The Chinese people have gone through a tortuous road in the process of exploring a party system suited to China's national conditions. Through the painstaking struggle and close cooperation between the Communist Party of China and the democratic parties, the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China was finally established, which is a political party system with Chinese characteristics. This system is different from the two-party or multi-party competition system in the West and the one-party system in some countries. It is a historic creation of the combination of Marxism-Leninism and the practice of Chinese revolution and construction. It creates a new form of system, a brand-new relationship between political parties, a new form of governance and a new form of democratic realization. Under this political party system, the democratic parties are participating political parties and perform the functions of participating in political affairs, democratic supervision and political consultation under the leadership of the Communist Party of China. The democratic parties play an important role in the process of their own development and performance of their functions. The organs of democratic parties perform many functions, such as "consultation, execution, coordination, service," and so on. They are the main carriers and coordinating departments of the organizations of democratic parties at the same level, and are the hubs for the normal operation of the functions of the organizations. It can be said that the healthy development and due diligence of democratic party organizations can not be separated from democratic party organs. The organs of the democratic parties are classified according to their levels: the central organs of the democratic parties, the provincial organs, the prefectural and municipal organs, etc. The municipal organs are the carriers of all the work of the municipal organizations. The weakness of the construction of the municipal organizations will directly affect the ability of the municipal organizations to carry out their duties and their own construction, thus affecting the role of the democratic parties. To weaken the vitality of the system of multi-party cooperation and political consultation under the leadership of the CPC. Based on the investigation of the conditions of the construction of the municipal organizations in Anhui Province, this paper analyzes the achievements, problems and reasons of the construction of the organizations at the municipal level in Anhui Province. The main problems and reasons are the insufficiency of the guarantee conditions of the organs. The system of organ work is not perfect, the construction of organ cadre team needs to be strengthened, and external authority influences the development of organ work. In view of the existing problems, according to the investigation and analysis of the situation, this paper finally from several aspects, such as strengthening the conditions of the municipal organizations, perfecting the work system of the organs, strengthening the construction of the ranks of organ cadres, and improving the status of the organs, and so on. Some suggestions are put forward to strengthen and improve the construction of the municipal organizations of the Agriculture and Labour Party in Anhui Province.
